The Federal Aviation Administration (FAA) is commencing a massive hiring of air traffic control specialists using a new selection procedure, the Air Traffic Selection and Training (AT-SAT) computerized test battery. Before AT-SAT could be used for hiring purposes, however, the issue of its potential for adverse impact (potential unfair discrimination) had to be addressed. The present study endeavors to: 1) describe how AT-SAT functions as an operational selection method with respect to the several applicant pools, and 2) determine how the reweighting effort fares with actual applicants in the goal of reducing/eliminating group differences that could result in adverse impact. Of the 854 applicants who have taken AT-SAT as part of a job application process (rather than as according to a research protocol), 219 applicants (25.64%) voluntarily disclosed their race; gender was known for 253 (29.63%). The results suggest that the reweighting effort is paying dividends as group differences that could result in adverse impact are not in evidence.

Over the past decade, the U.S. military has conducted several studies to evaluate determinants of enlisted air traffic controller (ATC) performance. Research has focused on validation of the Armed Services Vocational Aptitude Battery (ASVAB) and has shown it to be a good predictor of training performance. Despite these efforts, enlisted ATC training and post-training attrition is higher than desirable, prompting interest in alternate selection methods to augment current procedures. The current study examined the utility of the FAA Air Traffic Selection and Training (AT-SAT) battery for incrementing the predictiveness of the ASVAB versus several enlisted ATC training criteria. Subjects were 448 USAF enlisted ATC students who were administered the ASVAB and FAA AT-SAT subtests and subsequently graduated or were eliminated from apprentice-level training. Training criteria were a dichotomous graduation/elimination training score, average ATC fundamentals course score, and FAA certified tower operator test score. Results confirmed the predictive validity of the ASVAB and showed that one of the AT-SAT subtests resembling a low-fidelity ATC work sample significantly improved prediction of training performance beyond the ASVAB alone. Results suggest training attrition could be reduced by raising the current ASVAB minimum qualifying score. However, this approach may make it difficult to identify sufficient numbers of trainees and lead to adverse impact. Although the AT-SAT ATC work sample subtest showed incremental validity to the ASVAB, its length (95 minutes) may be problematic in operational testing. Recommendations are made for additional studies to address issues affecting operational implementation.--P. i.

TRB has released the final version of Special Report 314: The Federal Aviation Administration’s Approach for Determining Future Air Traffic Controller Staffing Needs that examines the methods used by the Federal Aviation Administration (FAA) to estimate how many controllers are needed to staff its air traffic control facilities and its processes for using these estimates to properly distribute controllers across facilities. According to the report, the FAA’s models for determining air traffic controller staffing needs are suitable for developing initial estimates of the number of controllers required at terminal areas and airport towers, but the models used for the centers controlling aircraft en route between airports can be improved. In addition, as a matter of priority, the FAA should collaborate with the National Air Traffic Controllers Association to develop and implement an enhanced tool for all facilities that is capable of creating efficient controller work schedules that incorporate fatigue mitigation strategies. The report recommends that the FAA analyze a wide range of data, such as accident and incident reports and voluntary reports by controllers, to identify relationships between staffing and safety. In addition, the controller workforce should be involved in staffing decisions, particularly as knowledge emerges about relevant safety issues. The FAA also should ensure that staffing continues to be appropriate as it implements the new air traffic operations environment associated with the Next Generation Transportation System, a modernization initiative to shift air traffic management from ground-based radar to a satellite system, the report says. This report describes the development of a new Multiplex Controller Aptitude Test for initial screening of FAA Air Traffic Controller applicants. Its content includes the traditional types of aptitude test items used for today's screening. In addition it includes measurement of the ability to identify potential conflicts in air traffic, a skill that has been demonstrated experimentally to have a significant relation to success in the ATC speciality. Alternate forms of the test have been developed in a format that meets Civil Service test administration requirements. The test has been administered experimentally to groups whose abilities approximate those of the applicant population, and results indicate that it has satisfactory reliability characteristics. It has been administered experimentally to incoming students at the FAA ATC Academy and personnel on the job at operational facilities, and constantly produced higher correlations with ATC success than any other test used in the validation studies. The available data indicate that this new and customized instrument promises to be a significant improvement over the existing battery for screening FAA Air Traffic Controller applicants. In an effort to update and refine the selection battery for air traffic controllers, five experimental tests measuring aptitudes and skills considered important in air traffic work were administered to newly selected Air Traffic Control Specialist (ATCS) trainees on their first day of training at the FAA Academy in Oklahoma City. The testing covered a 21-month period from July 1976 to April 1978 and involved a final sample of approximately 2,500 new trainees. The five experimental tests and the five tests presently used by the Civil Service Commission (CSC) for selecting ATCS trainees were correlated with the averaged laboratory scores from FAA Academy training. These correlations were then employed in an iterative stepwise regression (stepdown procedure). The tests that made a significant contribution in predicting Academy scores were then used to form a composite and the multiple correlation was computed for the old test battery and the new battery. The new composite demonstrated a statistically significant increase in the multiple correlation over the old test battery. Use of the new test battery could result in a saving to the FAA in terms of Academy attrition due to failures. It could also aid in upgrading the quality of ATCS selectees and aid in mininmizing human error in air traffic control work. (Author).
