Democratic theory considers it fundamental for parties in government to be both responsive to their electorate and responsible to internal and international constraints. But recently these two roles have become more and more incompatible with Mair’s growing divide in European party systems between parties which claim to represent, but don’t deliver, and those which deliver, but are no longer seen to represent truer than ever. This book contains a qualitative and quantitative analysis of the behaviour of the opposition parties in eleven European democracies across Western and East Central Europe. Specifically, it investigates the parliamentary behaviour of the opposition parties, and shows that the party context is increasingly diverse. It demonstrates the emergence of two distinct types of opposition: one more cooperative, carried out by the mainstream parties (those with government aspirations), and one more adversarial focusing on government scrutiny rather than on policy alternatives (parties permanently excluded from power). It systematically and analytically explores the sources of their behaviour, whilst acknowledging that opposition is broader than its mere parliamentary behaviour. Finally, it considers the European agenda and the economic crisis as two possible intervening variables that might have an impact on the opposition parties’ behaviour and the government-opposition relations. As such, it responds to questions that are major concerns for the European democracies of the new millennium. This text will be of key interest to students and scholars of political parties, European politics, comparative politics and democracy.

It explores the paradoxical situation of Eurosceptic MEPs: particularly successful during EP elections, how then, once elected, do they operate in a political system they oppose? On the basis of more than 100 interviews, it proposes a typology of four strategies developed by these actors. As a result of the financial crisis, opposition parties have had to choose between the need to cooperate with the majority in order to contribute to necessary socio-economic changes, and the opportunity to stress their adversarial position vis-à-vis governments taking radical and unpopular measures. This book examines how opposition parties address this dilemma. It relies on a qualitative and quantitative analysis of the behaviour of the opposition parties in parliament, in light of the socio-economic issues that have arisen in recent years. It focuses in particular on the impact that the economic malaise has had on the government-opposition dynamics in the four southern European democracies most acutely hit by the crisis: Greece, Italy, Portugal and Spain, as well as in the European Parliament. Each chapter utilizes a combination of empirical data analysis and qualitative process-tracking to understand the opposition parties’ complicated choice between supporting and dissenting. With the European Parliament comprising politicians from many different countries, cultures, languages, national parties and institutional backgrounds, one might expect politics in the Parliament to be highly-fragmented and unpredictable. By studying more than 12,000 recorded votes between 1979 and 2004 this 2007 book establishes that the opposite is in fact true: transnational parties in the European Parliament are highly cohesive and the classic 'left-right' dimension dominates voting behaviour. Furthermore, the cohesion of parties in the European Parliament has increased as the powers of the Parliament have increased. The authors suggest that the main reason for these developments is that like-minded MEPs have incentives to form stable transnational party organizations and to use these organizations to compete over European Union policies. They suggest that this is a positive development for the future of democratic accountability in the European Union.

At the national level, political parties play an important role in making representative democracy work. They help to aggregate and communicate policy preferences, link decision-making between different legislative bodies and hold politicians accountable. In the European Union, however, the electoral connection is weak. This casts doubt on the impact of partisan politics at the European level. Are political parties able to fulfil their role as ‘transmission belts’ ensuring political accountability and consistent decision-making in the European Union? To answer this question we look at the micro foundations of partisan politics in the European Union. The contributions in this volume all depart from a common theoretical framework but use a wide range of empirical data and research designs, covering qualitative process-tracing, elite interview and large-N quantitative analysis. Moreover, they examine party effects in the electoral and legislative arena. Finally, the volume covers all European institutions: the Commission, the Council of the European Union, the European Council and the European Parliament. The findings enhance our understanding of the workings of decision-making in Brussels, add to the debate on the EU democratic deficit, and highlight the usefulness of drawing upon insights from the literature on Comparative Politics when studying the European Union.
