The paper studies the setting of optimal fiscal policy in a second-best world with environmental externalities. The optimal second-best pollution tax is shown to lie below the first-best Pigovian tax, particularly if substitution between labor and polluting intermediate inputs is easy, the labor supply curve is more elastic, and preexisting taxes are large. The optimal level of public abatement is derived from the modified Samuelson rule and is larger if society cares more for the environment, public funds are inexpensive, and public abatement is relatively productive. The analysis also shows that the Samuelson rule should be revised if allowance is made for nonseparabilities in preferences.

The initial government debt-to-GDP ratio and the government’s commitment play a pivotal role in determining the welfare-optimal speed of fiscal consolidation in the management of a debt crisis. Under commitment, for low or moderate initial government debt-to-GPD ratios, the optimal consolidation is very slow. A faster pace is optimal when the economy starts from a high level of public debt implying high sovereign risk premia, unless these are suppressed via a bailout by official creditors. Under discretion, the cost of not being able to commit is reflected into a quick consolidation of government debt. Simple monetary-fiscal rules with passive fiscal policy, designed for an environment with “normal shocks”, perform reasonably well in mimicking the Ramsey-optimal response to one-off government debt shocks. When the government can issue also long-term bonds–under commitment–the optimal debt consolidation pace is slower than in the case of short-term bonds only, and entails an increase in the ratio between long and short-term bonds.

Environmental Policy Sustainability And Welfare written by Thomas Aronsson and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018 with BUSINESS & ECONOMICS categories.

This comprehensive and accessible textbook addresses important relationships between economics and environmental policy, especially highlighting the role of taxation. It also connects environmental policy to social accounting by describing how measures of welfare and sustainable development depend on whether policies successfully internalize market failures. The authors discuss how the modern literature on environmental taxation and tradable permits has evolved. Environmental taxation is examined from a purely corrective perspective, and as part of a broader system of optimal taxation that reflects distributional objectives. Cost benefit rules of environmental policy reforms are also examined in various contexts. Key features include: ? Examination of optimal tax policy in static and dynamic general equilibrium models with environmental externalities? Examination of cost benefit rules for environmental policy reforms? Essential historical background to the modern literature on environmental policy? Discussion of measures of welfare and sustainable development? Environmental policy from a fiscal federalism perspective. This textbook will be essential reading for those studying environmental economics and environmental policy, working effectively as both an in-depth supplementary text in general courses on environmental economics and a strong main source for environmental policy courses.

The Public Economics Of The Environment written by Agnar Sandmo and has been published by OUP Oxford this book supported file pdf, txt, epub, kindle and other format this book has been release on 2000-04-06 with Business & Economics categories.

Environmental policy is high on the political agenda in many countries. Considering the various dimensions of environmental quality as public goods, Sandmo identifies the failures of the market mechanism in the face of environmental problems and shows how economic policy should be designed to overcome them. Specific topics covered include the assessment of environmental benefits and costs, the choice between taxes and quotas as policy tools, the principles of environmental taxation in a second-best world, the various notions of the double dividend from environmental tax reform, and international aspects of environmental policy as well as its political economy ramifications. The treatment is mainly theoretical, but the emphasis throughout is on showing how theory can be relevant to the rational design of economic policy.

This volume contains 31 contributions from Goulder (economics, Stanford U.) and other scholars on the interactions between environmental policy initiatives and distortionary taxes (such as income and sales taxes). Coverage includes such topics as tradeable emissions permits, the substitution of taxes on pollution for existing distortionary taxes, and the effects of environmental policies on income distribution. With the exception of Agnar Sandmo's 1975 paper on the optimal setting of commodity taxes, the contributions have all been published in various economic journals no earlier than 1994.
