Managing climate variability and change remains a key development and food security issue in Bangladesh. Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework.First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

Dhaka, the capital of Bangladesh and one of the world’s rapidly growing megacities, is an urban hotspot for climate risks. Located in central Bangladesh on the lower reaches of the Ganges-Brahmaputra Delta, the city faces the recurring phenomena of urban flooding and waterlogging following intense rainfall nearly every year. As a low-elevation city with a tropical monsoon climate, Dhaka has a long history of river flooding as a natural hazard. Recent major floods have been worse in terms of depth and extent of inundation and duration, especially in fringe areas, where many of the city’s poor reside. Rapid, unplanned urbanization and the gradual filling up of low-lying flood plains, rivers, canals, and other water bodies traditionally used to drain or retain water during rainfall have exacerbated the problem. A growing concern is that, in a changing climate, characterized by heavier and more erratic rainfall in the Ganges-Brahmaputra-Meghna (GBM) Basin during the monsoon season, the situation may worsen.

Flooding is one of the most devastating natural hazards in the world. Available records suggest that both flood frequency and severity are on the rise and this is likely to worsen in the context of climate change. As population, infrastructure and poverty grow rapidly in developing countries, particularly in urban agglomerations of 10 million people or more, floods could cause widespread devastation, economic damage and loss of life. Assessment of vulnerability and risk from naturally occurring phenomena is therefore imperative in order to achieve urban sustainability. This book uses geospatial techniques to evaluate hazards, risk and vulnerability at a metropolitan scale in a data-scarce country. An empirical study was performed using remote sensing, GIS and census data. This research offers a new approach to mapping population, infrastructures and communities at risk which can greatly contribute to the deeper understanding of flood disasters in a rapidly expanding megacity. Examples shown in this book are from Dhaka Megacity, however, the techniques and methods can easily be implemented in medium to large cities of similar characteristics. The IPCC (2007) warned that the Ganges Brahmaputra Meghna (GBM) basin will be at greatest risk due to increased flooding, and that the region’s poverty would reduce its adaptation capacity. This book investigates autonomous adaptation using a multi-method technique comprising PRA and a questionnaire survey applied in the case study area ‘Islampur’ Upazila in Bangladesh. The study has four key approaches. First, it reviews the flood literature for Bangladesh from 1980 to 2014. Second, it examines farmers' crop adaptation processes in a case study area at Islampur, Bangladesh. Third, it assesses the vulnerability and adaptation (V & A) in response to three extreme flood events (EFEs). Fourth, the book assesses the economic consequences of failure effects of autonomous crop adaptation in response to EFEs. The results show that Bangladeshi farmers are highly resilient to EFEs, but the economic consequences of failure effects of autonomous crop adaptation (FEACA) on marginal farmers are large. The book contributes to current knowledge by filling three important research gaps as follows, 1) farmers’ autonomous crop adaptation processes in response to various types of extreme floods; 2) methodological contribution for assessing vulnerability and adaptation through PRA; and 3) the economic consequences of the failure effects of autonomous crop adaptations. “This book provides a good account of ‘autonomous adaptation’ and its impact on fl ood vulnerable communities in Bangladesh. The Fourth Assessment Report of IPCC having clinched in 2007 the evidence of global warming on account of anthropogenic activities, backed with scientific data gathered and analyzed globally, has made it mandatory world over to focus efforts on delineation of the anticipated adverse impacts of global warming on regional temperature and moisture regimes and the linked hydrologic, climatic and biospheric processes. First and foremost is the requirement to understand vulnerability to food and livelihood security in various ecosystems—on mainland, mid-range and high mountains as well as coastal areas including CEZs. The projected global temperature rise of the order of about two degrees or more and further rise at a decadal rate of o around 0. 2 C is sufficient to make grievous changes in sea surface level and submerge many low lying coastal areas around the world thereby possibly causing unprecedented losses to human habitat and livelihood in the coming years. A rise in climate variability is also becoming increasingly evident with potential direct impact on agricultural performance, on water accessibility and on weather extremes. Developing countries due to their poor infrastructure, limited resources and large impoverished population are likely to face more intense and wi- spread adverse impact of climate change than the developed world and also have limited adaptation capacity.

The prospect of the adverse effects that global climate change will have on human societies, opened up a discourse about the way adaptation should be managed. In order to finance adaptation measures in the most severe affected countries, the parties of the Kyoto Protocol established the Adaptation Fund in 2007. In view of the limited resources that are available for adaptation, scales for the prioritization of countries that are based on their suspected vulnerability, have been developed in literature. But so far, indicators of vulnerability reflect only the general indicators of human development, and therefore, fail to capture the complex structures of vulnerability. In order to capture the mentioned complexity in a more satisfactory way, this book highlights the theory of collective learning. The collective learning approach assumes that vulnerability can be significantly decreased when governance systems adapt to external changes through collective learning processes. This study connects to this notion, and therefore, it assesses the influence of collective learning processes on the vulnerability of the Bangladeshi and Pakistani society towards flood hazards. This determinant of vulnerability is used to capture the matter's complexity.
