Limiting global warming to 1.5 to 2°C above preindustrial levels requires rapid cuts in greenhouse gas emissions. This includes methane, which has an outsized impact on temperatures. To date, 125 countries have pledged to cut global methane emissions by 30 percent by 2030. This Note provides background on methane emission sources, presents practical fiscal policy options to cut emissions, and assesses impacts. Putting a price on methane, ideally through a fee, would reduce emissions efficiently, and can be administratively straightforward for extractives industries and, in some cases, agriculture. Policies could also include revenue-neutral ‘feebates’ that use fees on dirtier polluters to subsidize cleaner producers. A $70 methane fee among large economies would align 2030 emissions with 2oC. Most cuts would be in extractives and abatement costs would be equivalent to just 0.1 percent of GDP. Costs are larger in certain developing countries, implying climate finance could be a key element of a global agreement on a minimum methane price.

In the climate change discussion, non-CO2 greenhouse gases (NCGGs) received official political recognition for the first time in 1997, when agreement was reached on the Kyoto Protocol. As a result methane, nitrous oxide, HFCs, PFCs and SF6 now provide attractive options for detailing the national targets for the reduction of greenhouse gas emissions meant to control climate change. This book is the second volume in this area and addresses three main topics. Firstly, it documents progress with respect to our knowledge of the sources and sinks of NCGGs. Information on this subject is essential in order to reduce the uncertainties in national emissions inventories which serve as the reference values for commitments of countries in the framework of the Kyoto Protocol. Secondly, this volume deals with the control options for the NCGGs and contains a wealth of information in this area. Emerging technologies here provide business opportunities, in particular in connection with the flexible mechanisms for mitigation projects in developing countries which have been agreed in Kyoto. Thirdly, the book treats the policy implementation of mitigation options for greenhouse gas emissions. Tools for control policies, both on the national and international level, and for different sectors of industry are discussed. National integrated approaches, including the ones from the United States Environmental Protection Agency and the Netherlands Ministry of Environment which both sponsored the conference, provide guidance for defining the most effective greenhouse gases mitigation plans in different situations. This book describes guidelines prepared by the U.S. Country Studies Program for the evaluation of options to mitigate greenhouse gas emissions. The U.S. Country Studies Program developed these guidelines in collaboration with Lawrence Berkeley National Laboratory to provide developing countries and countries with economies in transition with reference materials for national mitigation assessments. Over 50 countries participating in the program have used the guidelines, which have been refined to reflect their comments. The guidelines delineate a step-wise methodology for evaluating greenhouse gas mitigation options for the energy and non-energy sectors and describe the applications of common analytical tools. The U.S. Country Studies Program uses these guidelines in conjunction with intensive training workshops and follow up technical assistance during the lifetime of each country's study. The program uses similar reference materials to assist counties with their greenhouse gas emission inventories and evaluations of climate change vulnerability and adaptive responses. These guidelines serve three purposes: to assist countries in making decisions about the scope and methodology for mitigation assessments; to provide countries with guidance and step-by-step instructions on each element of a mitigation assessment; and to help countries determine which analytical tools are best suited to their needs and describe procedures for applying these tools. This book describes the application of the most common and readily available methods and analytical tools. Countries are encouraged, where appropriate, to use their own methods.
