This book describes guidelines prepared by the U.S. Country Studies Program for the evaluation of options to mitigate greenhouse gas emissions. The U.S. Country Studies Program developed these guidelines in collaboration with Lawrence Berkeley National Laboratory to provide developing countries and countries with economies in transition with reference materials for national mitigation assessments. Over 50 countries participating in the program have used the guidelines, which have been refined to reflect their comments. The guidelines delineate a step-wise methodology for evaluating greenhouse gas mitigation options for the energy and non-energy sectors and describe the applications of common analytical tools. The U.S. Country Studies Program uses these guidelines in conjunction with intensive training workshops and follow up technical assistance during the lifetime of each country's study. The program uses similar reference materials to assist counties with their greenhouse gas emission inventories and evaluations of climate change vulnerability and adaptive responses. These guidelines serve three purposes: to assist countries in making decisions about the scope and methodology for mitigation assessments; to provide countries with guidance and step-by-step instructions on each element of a mitigation assessment; and to help countries determine which analytical tools are best suited to their needs and describe procedures for applying these tools. This book describes the application of the most common and readily available methods and analytical tools. Countries are encouraged, where appropriate, to use their own methods.

The background This volume contains the proceedings of the first International symposium on "Non-C0 Greenhouse Gases: Why and How to 2 Control?" held in Maastricht, The Netherlands from 13-15 Decem ber 1993. Of the known greenhouse gases, political attention to date has been primarily focused on carbon dioxide (C0 ) and the 2 CFCs - the latter because of their interaction with stratospheric ozone. The other greenhouse gases, notably methane (CH ), nitrous 4 oxide (N 0), HCFCs, HFCs and tropospheric ozone and its precur 2 sors nitrogen oxides (NO), carbon monoxide (CO) and volatile organic compounds (VOCs), may appear collectively to be of equal importance for global warming but have attracted less attention. Nevertheless, a comprehensive approach to climate change respon se, taking into account all sources and sinks of all greenhouse gases, is explicitly allowed in the Framework Convention on Clima te Change. The Netherlands' policy on climate already addresses all greenhouse gases. In order to stimulate the development of international climate policy on this subject, the Dutch Ministry of Housing, Physical Planning and Environment supported the initative of organizing an international symposium on the science and policy of the non-C0 greenhouse gases. An important rationale behind 2 this initative was recognizing that for the non-C0 greenhouse 2 gases, abatement options are available that do not only address other environmental problems but that also do not require the major structural changes in society that an effective CO policy 2 may.

In the climate change discussion, non-CO2 greenhouse gases (NCGGs) received official political recognition for the first time in 1997, when agreement was reached on the Kyoto Protocol. As a result methane, nitrous oxide, HFCs, PFCs and SF6 now provide attractive options for detailing the national targets for the reduction of greenhouse gas emissions meant to control climate change. This book is the second volume in this area and addresses three main topics. Firstly, it documents progress with respect to our knowledge of the sources and sinks of NCGGs. Information on this subject is essential in order to reduce the uncertainties in national emissions inventories which serve as the reference values for commitments of countries in the framework of the Kyoto Protocol. Secondly, this volume deals with the control options for the NCGGs and contains a wealth of information in this area. Emerging technologies here provide business opportunities, in particular in connection with the flexible mechanisms for mitigation projects in developing countries which have been agreed in Kyoto. Thirdly, the book treats the policy implementation of mitigation options for greenhouse gas emissions. Tools for control policies, both on the national and international level, and for different sectors of industry are discussed. National integrated approaches, including the ones from the United States Environmental Protection Agency and the Netherlands Ministry of Environment which both sponsored the conference, provide guidance for defining the most effective greenhouse gases mitigation plans in different situations. This volume is being published in support of the IPCC Process and will serve as a reference for IPCC's Third Assessment Report.

Rice production is affected by changing climate conditions and has the dual role of contributing to global warming through emissions of the greenhouse gas methane. Climate change has been recognized as a major threat to the global environment. Because of insufficient field data, rice-growing countries face a problem when trying to comply with the United Nations Framework Convention on Climate Change stipulations to compile a national inventory of emissions and to explore mitigation options. Given the expected doubling in rice production in Asia, the need to evaluate the interaction between climate change and rice production is critical to forming a sound basis for future directions of technology developments by policy makers, agriculturists, environmentalists, rice producers, and rice consumers. The present book comprises two sections. The first part documents a comprehensive overview of the results achieved from an interregional research effort to quantify methane emission from major rice ecosystems and to identify efficient mitigation options. This research report broadens understanding of the contribution of rice cultivation to methane emissions and clarifies that emissions are relatively low, except in specific rice ecosystems, and that these high emissions could be ameliorated without sacrificing yield. The second section shows results from other projects that investigated the role of rice cultivators in field and laboratory approaches. The findings represent inputs for future modeling approaches in the role of rice cultivators. The expanded database generated by other projects is reflected in modeling efforts.
