Cette thèse a pour objet de montrer que la configuration du système d’intermédiation financière affecte considérablement son efficacité en termes de collecte et d’allocation des ressources. L’analyse de l’incidence des réformes du secteur financier africain montre que le degré de profondeur financière et la gamme de produits financiers sont restés faibles. L’organisation spatiale de l’offre bancaire et l’importance des coûts de transaction sont à l’origine de cette faiblesse du niveau d’intermédiation financière. De plus, les asymétries d’information réciproques qui caractérisent l’activité d’intermédiation, d’une part, et un niveau élevé de concentration du secteur bancaire, d’autre part, ont contribué à la hausse des marges d’intermédiation et à la faible diversification des produits financiers. L’étude du secteur de microfinance a permis de montrer les contributions possibles des mécanismes de régulation interne basés sur le groupe, la proximité et la confiance sur les coûts de sélection et de surveillance des emprunteurs. Ces mécanismes et les caractéristiques industrielles des institutions bancaires et de microfinance sont à l’origine des économies d’envergure et des économies d’échelle. Ces caractéristiques et la présence de nombreuses barrières à l’entrée et à la sortie entravent la contestabilité du marché bancaire et expliquent l’inefficacité des politiques qui encouragent la multiplication du nombre des institutions dans le secteur de la microfinance. Dans ce contexte, la mise en place d’un dispositif de régulation basé sur le mécanisme de concurrence fictive permet une plus grande articulation entre le secteur bancaire et celui de la microfinance. Ce mécanisme, en intégrant les objectifs macroéconomiques et des contraintes de participation et d’incitation dans un paquet d’instruments soumis à la concurrence du marché, conduit à une plus grande efficacité du secteur financier et à l’élargissement de la surface d’intermédiation.

In its thirtieth session the Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ). Based on the advice emanating from SAC and proposals by Members, the GFCM adopted respectively: three binding recommendations on fisheries management measures, including on fishing effort and on the protection of sensitive habitats; two recommendations on illegal, unreported and unregulated (IUU) fishing, including on the establishment of a black list of vessels and on data confidentiality procedure. It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. The Commission agreed on its programme of work and adopted its autonomous budget for the year 2006. The GFCM elected its new Bureau

The global financial crisis of recent years and the associated large fiscal deficits and debt levels that have impacted many countries underscores the importance of reliable and timely government statistics and, more broadly, public sector debt as a critical element in countries fiscal and external sustainability. Public Sector Debt Statistics is the first international guide of its kind, and its primary objectives are to improve the quality and timeliness of key debt statistics and promote a convergence of recording practices to foster international comparability and as a reference for national compilers and users for compiling and disseminating these data. Like other statistical guides published by the IMF, this one was prepared in consultation with countries and international agencies, including the nine organizations of the Inter-Agency Task Force on Finance Statistics (TFFS). The guide's preparation was based on the broad range of experience of our institutions and benefitted from consultation with national compilers of government finance and public sector debt statistics. The guide's concepts are harmonized with those of the System of National Accounts (2008) and the Balance of Payments and International Investment Position Manual, Sixth Edition.
