The Revival of Labor Liberalism is a careful analysis of the twentieth-century decline of the labor-liberal coalition and the important efforts to revive their political fortunes. Andrew Battista chronicles the efforts of several new political organizations that arose in the 1970s and 1980s with the goal of reuniting unions and liberals. Drawing from extensive documentary research and in-depth interviews with union leaders and political activists, Battista shows that the new organizations such as the Progressive Alliance, Citizen Labor Energy Coalition, and National Labor Committee made limited but real progress in reconstructing and strengthening the labor-liberal coalition. Although the labor-liberal alliance remained far weaker than the rival business-conservative alliance, Battista illuminates that it held a crucial role in labor and political history after 1968. In A New American Labor Movement, William Scheuerman analyzes how the decline of unions and the emergence of these new direct-action movements are reshaping the American labor movement. Tens of thousands of exploited workers—from farm laborers and gig drivers to freelance artists and restaurant workers—have taken to the streets in a collective attempt to attain a living wage and decent working conditions, with or without the help of unions. This new worker militancy, expressed through mass demonstrations, strikes, sit-ins, political action, and similar activities, has already achieved much success and offers models for workers to exercise their power in the twenty-first century. Why, in the recent campaigns for universal health care, did organized labor maintain its support of employer-mandated insurance? Did labor's weakened condition prevent it from endorsing national health insurance? Marie Gottschalk demonstrates here that the unions' surprising stance was a consequence of the peculiarly private nature of social policy in the United States. Her book combines a much-needed account of labor's important role in determining health care policy with a bold and incisive analysis of the American welfare state. Gottschalk stresses that, in the United States, the social welfare system is anchored in the private sector but backed by government policy. As a result, the private sector is a key political battlefield where business, labor, the state, and employees hotly contest matters such as health care. She maintains that the shadow welfare state of job-based benefits shaped the manner in which labor defined its policy interests and strategies. As evidence, Gottschalk examines the influence of the Taft-Hartley health and welfare funds, the Employee Retirement Income Security Act (E.R.I.S.A.), and experience-rated health insurance, showing how they constrained labor from supporting universal health care. Labor, Gottschalk asserts, missed an important opportunity to develop a broader progressive agenda. A Democracy That Works argues that rather than corporate donations, Republican gerrymandering and media manipulation, the conservative ascendancy reflects the reconstruction of the rules that govern work that has disempowered workers.
