A tale of sin and redemption, Joseph U. Lenti's Redeeming the Revolution demonstrates how the killing of hundreds of student protestors in Mexico City's Tlatelolco district on October 2-3, 1968, sparked a crisis of legitimacy that moved Mexican political leaders to reestablish their revolutionary credentials with the working class, a sector only tangentially connected to the bloodbath. State-allied labor groups hence became darlings of public policy in the post-Tlatelolco period, and with the implementation of the New Federal Labor Law of 1970, the historical symbiotic relationship of the government and organized labor was restored. Renewing old bonds with trusted allies such as the Confederation of Mexican Workers bore fruit for the regime, yet the road to redemption was fraught with peril during this era of Cold War and class contestation. While Luis Echeverr�a, Fidel Vel�zquez, and other officials appeased union brass with discourses of revolutionary populism and policies that challenged business leaders, conflicts emerged, and repression ensued when rank-and-file workers criticized the chasm between rhetoric and reality and tested their leaders' limits of toleration.

The first comprehensive history of labour relations and the working class in twentieth-century Monterrey, Deference and Defiance explores how both workers and industrialists perceived, responded to and helped shape the outcome of Mexico's revolution. Snodgrass's narrative covers a sixty-year period that begins with Monterrey's emergence as one of Latin-America's pre-eminent industrial cities. He then explores the roots of two distinct and enduring systems of industrial relations that were both historical outcomes of the revolution: company paternalism and militant unionism. By comparing four local industries - steel, beer, glass and smelting - Snodgrass demonstrates how workers and managers collaborated in the development of paternalistic labour regimes that built upon working-class traditions of mutual aid as well as elite resistance to state labour policies. As a consequence of market-oriented reforms and historic shifts in government policy toward labor, the Mexican organized labor movement has declined substantially in size, bargaining strength, and political influence since the 1980s. Democratization has expanded workers' choices at the ballot box, and some unions have bolstered their position by forging alliances with counterparts in Canada and the United States. By analyzing the changes, continuities, and contradictions characterizing labor politics in Mexico, this book contributes to a broader assessment of organized labor's role in contemporary Latin America. Democratization has had remarkably little impact on the state-labor relations regime institutionalized following the Mexican Revolution of 1910-1920. This legal regime both underpins the position of unrepresentative union leaders and grants government officials extensive controls over labor organizations. The combination of weakened unions, unaccountable leaders, and strong government controls fundamentally constrains workers' capacity to defend their interests. This state of affairs--especially the failure to enact progressive labor law reform since democratic regime change in 2000--limits democracy and imposes heavy costs on society as a whole.
