A tale of sin and redemption, Joseph U. Lenti’s Redeeming the Revolution demonstrates how the killing of hundreds of student protestors in Mexico City’s Tlatelolco district on October 2–3, 1968, sparked a crisis of legitimacy that moved Mexican political leaders to reestablish their revolutionary credentials with the working class, a sector only tangentially connected to the bloodbath. State-allied labor groups hence became darlings of public policy in the post-Tlatelolco period, and with the implementation of the New Federal Labor Law of 1970, the historical symbiotic relationship of the government and organized labor was restored. Renewing old bonds with trusted allies such as the Confederation of Mexican Workers bore fruit for the regime, yet the road to redemption was fraught with peril during this era of Cold War and class contestation. While Luis Echeverría, Fidel Velázquez, and other officials appeased union brass with discourses of revolutionary populism and policies that challenged business leaders, conflicts emerged, and repression ensued when rank-and-file workers criticized the chasm between rhetoric and reality and tested their leaders’ limits of toleration.

He then explores the roots of two distinct and enduring systems of industrial relations that were both historical outcomes of the revolution: company paternalism and militant unionism. In the wake of Mexico’s revolution, artists played a fundamental role in constructing a national identity centered on working people and were hailed for their contributions to modern art. Picturing the Proletariat examines three aspects of this artistic legacy: the parallel paths of organized labor and artists’ collectives, the relations among these groups and the state, and visual narratives of the worker. Showcasing forgotten works and neglected media, John Lear explores how artists and labor unions participated in a cycle of revolutionary transformation from 1908 through the presidency of Lázaro Cárdenas (1934–1940). Lear shows how middle-class artists, radicalized by the revolution and the Communist Party, fortified the legacy of the prerevolutionary print artisan José Guadalupe Posada by incorporating modernist, avant-garde, and nationalist elements in ways that supported and challenged unions and the state. By 1940, the state undermined the autonomy of radical artists and unions, while preserving the image of both as partners of the “institutionalized revolution.” This interdisciplinary book explores the gendered representations of workers; the interplay of prints, photographs, and murals in journals, in posters, and on walls; the role of labor leaders; and the discursive impact of the Spanish Civil War. It considers “los tres grandes”—Rivera, Siquieros, and Orozco—while featuring lesser-known artists and their collectives, including Saturnino Herrán, Leopoldo Méndez, Santos Balmori, and the League of Revolutionary Writers and Artists (LEAR). The result is a new perspective on the art and politics of the revolution.

As a consequence of market-oriented reforms and historic shifts in government policy toward labor, the Mexican organized labor movement has declined substantially in size, bargaining strength, and political influence since the 1980s. Democratization has expanded workers' choices at the ballot box, and some unions have bolstered their position by forging alliances with counterparts in Canada and the United States. By analyzing the changes, continuities, and contradictions characterizing labor politics in Mexico, this book contributes to a broader assessment of organized labor's role in contemporary Latin America. Democratization has had remarkably little impact on the state-labor relations regime institutionalized following the Mexican Revolution of 1910-1920. This legal regime both underpins the position of unrepresentative union leaders and grants government officials extensive controls over labor organizations. The combination of weakened unions, unaccountable leaders, and strong government controls fundamentally constrains workers' capacity to defend their interests. This state of affairs--especially the failure to enact progressive labor law reform since democratic regime change in 2000--limits democracy and imposes heavy costs on society as a whole.

This study reveals how the social pact, formalized during the armed stage of the Mexican Revolution (1910-20) and implemented during the second stage (1920-40), was upset during the third or arrested stage (1940-70) when the bureaucrat-professionals at the helm opted for intensive economic development by taking the capitalist road. Although momentarily revived during yet a fourth stage of revolution (1970-82), this social pact was subsequently betrayed from within by the official party of the Revolution and undermined from without by the operation of economic forces behind the scenes. In this first book on the complete history of the Mexican Revolution, Hodges and Gandy reveal that, along with the end of its social pact, Mexico passed out of its former nationalist and capitalist orbit to enter the new professional societies and global order fathered by the transnationals. From 1920 to 1970, Mexico's bureaucrat-professionals hung onto political power while native capitalists continued to flourish. In response, Mexico's workers and peasants staged strikes against the nationalized sector and fomented guerrilla wars. Concessions were then made to this group until, beginning in 1982, the social pact was again eroded at the expense, not only of the popular sectors, but also of the capitalists. The economic surplus was redistributed away from owners and into the pockets of professionals. That was the Revolution's last gasp before it was officially put to rest in 2000 with the official party's defeat at the polls. Hodges and Gandy challenge the current belief that Mexico's economic system is still capitalist by presenting statistical evidence that shows how the chief beneficiaries of the economy are no longer the providers of capital, but instead the providers of professional services.
