High-quality, well-implemented early childhood education (ECE) positively affects the learning trajectories of children who start school with lower skills than their peers, according to decades of evidence. Yet studies on ECE programs across the country reveal that too few offer high-quality programming. To date, the ECE field has focused most improvement efforts on classroom materials and interactions. Broadening these efforts to an organization-wide focus could better support quality improvement. The UChicago Consortium and the Ounce of Prevention Fund designed teacher and parent surveys, the "Early Education Essential Organizational Supports Measurement System" (Early Ed Essentials), to help ECE sites diagnose organizational strengths and weaknesses. The current study tested whether the newly-adapted and designed Early Ed Essentials teacher and parent surveys captured reliable and valid information about the organization of ECE programs-information that is also associated with existing indicators of program quality.

Extensive evidence demonstrates that high-quality, well-implemented early childhood education (ECE) positively impacts the learning trajectories of children, especially those from vulnerable populations. Yet many early childhood programs across the nation struggle to implement high-quality programming and, consequently, fail to sufficiently advance children's early learning. A growing body of research on school improvement demonstrates that strong organizational conditions will be necessary to lift stagnant levels of quality in early childhood settings. But this begs the question: What do strong organizational conditions look like in ECE settings? The Ounce of Prevention Fund, in partnership with UChicago Consortium, developed and validated the Early Education Essentials¿ surveys to provide the field with reliable and valid measurement of organizational conditions. As part of our measurement work, we spent time observing and talking with leaders, teachers and families in ECE programs whose survey responses indicated that their essential supports were either very strong or very weak. Differences in their organizational climate and conditions were stark and unmistakable. Simply put, strongly organized programs created contexts far more supportive of teaching, learning and family engagement than the contexts created by weakly organized programs. In this paper, we describe those strong organizational contexts and how they empowered leaders, teachers and families to aspire to and realize higher-quality practices and better outcomes for young children.

Enabling young children to achieve their full developmental potential is a human right and an essential requisite for sustainable development. Given the critical importance of enabling children to make the best start in life, the health sector, among other sectors, has an important role and responsibility to support nurturing care for early childhood development. This guideline provides direction for strengthening policies and programmes to better address early childhood development. It is primarily the family who provides the nurturing care that children need to develop in the earliest years. Many parents and other caregivers need support to put this into practice. Therefore, the guideline contains four recommendations aimed at caregivers, health professionals and other workers who can assist them, as well as policy-makers and other stakeholders. The recommendations relate to i) providing responsive care and activities for early learning during the first 3 years of life; ii) including responsive care and early learning as part of interventions for optimal nutrition of infants and young children; and iii) integrating psychosocial interventions to support maternal mental health into early childhood health and development services.

The Training of Trainers (ToT) Evaluation investigated the efficacy of the High/Scope model for improving the quality of early childhood programs on a national scale. To address this question, the High/Scope Foundation undertook a multimethod evaluation that collected anecdotal records from the consultants and 793 participants in 40 ToT projects, surveyed a random sample of 203 endorsed trainers around the country, interviewed and observed highly qualified teachers in 244 High/Scope and 122 non-High/Scope settings, and assessed 97 children in High/Scope and 103 in comparison programs. In addition to the particular question about High/Scope's effectiveness in doing training, the study also addressed broader questions about the role of inservice training in improving early childhood program quality and enhancing young children's development. Some of the results of the study include the following: (1) High/Scope training is effective, and evidence indicated that inservice training contributes significantly to program quality and children's development; (2) although both High/Scope and comparison settings offered high-quality programs, there were significant differences. High/Scope programs were better than comparison programs at organizing the environment, encouraging independent thought and action, and using adult-child interaction to promote reasoning and language skills; (3) teachers' formal education, inservice training, and experience were all significant predictors of program quality.
