@Notre recherche évalue l'impact des politiques de l'emploi territorialisées dans la province du Québec. Il s'agit de voir comment se concilient une politique active de l'emploi et une politique de développement local dans l'espace régional. Les politiques de l'emploi des pays de l'OCDE favorisaient initialement des interventions unifiées sur un territoire national.Le courant de décentralisation des années 1980 a étayé les actions territoriales ciblées par un mouvement de régionalisation, dans le cadre des politiques actives de l'emploi. Au Québec, la territorialisation de la politique de l'emploi, réalisée à la faveur d'une décentralisation de compétences de l'Etat fédéral canadien à l'Etat fédéré québécois en 1997-1998, s'est orientée vers l'espace local : la Municipalité régionale de comté (M.R.C.). Notre analyse géographique insiste sur l'aspect social du développempent : une première partie porte sur les approches de l'emploi et du chômage, de la précarisation et de ses effets sociaux. Une deuxième partie aborde le contexte historique de la décentralisation au Québec et évalue l'impact des mesures auprès des chômeurs. Notre dernière partie s'appuie sur les entretiens avec les acteurs locaux pour évaluer les perspectives du dynamisme local dans la Région de Québec. Elle s'intéresse au thème novateur de l'économie sociale et solidaire, visant l'insertion, l'équité sociale et le rééquilibrage territorial. La thèse développe une approche locale et une approche comparative : -l'approche locale compare l'impact des mesures d'emploi décentralisées dans la Communauté urbaine de Québec, territoire central urbain (Québec est la capitale administrative provinciale) et dans la M.R.C.de Charlevoix-Est, territoire périphérique rural et touristique. -l'approche comparative confronte les opportunités offertes aux acteurs locaux par la décentralisation dans un Etat fédéral d'économie libérale, le Canada,à celles offertes par la décentralisation de l'E tat unitaire français depuis 1982.

Democracy posits the universality of the equality principle: a community of citizens is governed by the principle of the formal equality of all individuals, whatever their real social, cultural, or other inequalities. Democratization, on the other hand, is motivated by the ambition of ensuring the real equality of citizens, and not simply their formal equality. The dynamics of democracy are thus insured by the development of a welfare state that increasingly intervenes in order to satisfy the social and economic needs of individuals. Especially focused on France, yet informed by the experiences of other European countries, this book examines the dilemmas of the search for equality in society and politics. Democratization guarantees the rights of salaried workers and employees, the rights to material survival and housing, as well as health care, education, and culture. Today, however, as Schnapper observes, its action has become paradoxical. As the fruit of a praiseworthy concern to ensure the universality of rights, what Schnapper identifies as a "Providence State" now aims, by means of positive discrimination and other specific promotion policies, to defend the particular rights of certain categories of individuals. The action of the Providence State thus nourishes an aspiration: that the identities of historical collectivities gathered within the same national society be publicly recognized, and that these have rights. Equity thus supplants equality; and multiculturalism, universality. Such is the ordeal currently experienced by Western democracies, which are faced with the increasingly "providential" nature of their societies. Indeed, the author asks, how can a united political Europe be constructed on the ideals and institutions of citizenship, when European nations are becoming providential democracies? In this monumental book, sociologist Robert Castel reconstructs the history of what he calls "the social question," or the ways in which both labor and social welfare have been organized from the Middle Ages onward to contemporary industrial society. Throughout, the author identifies two constants bearing directly on the question of who is entitled to relief and who can be excluded: the degree of embeddedness in any given community and the ability to work.
