Other People’s Country thinks through the entangled objects of law – legislation, policies, institutions, treaties and so on – that ‘govern’ waters and that make bodies of water ‘lawful’ within settler colonial sites today. Informed by the theoretical interventions of cosmopolitics and political ecology, each opening up new approaches to questions of politics and ‘the political’, the chapters in this book locate these insights within material settler colonial ‘places’ rather than abstract structures of domination. A claim to water – whether by Indigenous peoples or settlers – is not simply a claim to a resource. It is a claim to knowledge and to the constitution of place and therefore, in the terms of Isabelle Stengers, to the continued constitution of the past, present and future of real worlds. Including contributions from the fields of anthropology, cultural studies, cultural geography, critical legal studies, and settler colonial studies, this collection not only engages with issues of law, water and entitlement in different national contexts – including Australia, Aotearoa/New Zealand, New Caledonia and the USA – but also from diverse disciplinary and institutional contexts. Social capital is not only usefel for the person who owns it, but it may also foster the integration of a society and the stability of a democracy. Friendly relations, social trust and norms of reciprocity ease the living together in a society and encourage people to take part in democratic decision making. This volume examines the differences in levels, causes and consequences of social capital between 22 European countries surveyed in the 2002 European Social Survey. At first glance, social capital differs strongly between countries. Yet the determinants of social capital differ strongly between European people as well. If one takes account of the latter, the former may no longer appear so large. The volume asks whether this is indeed the case so that a similiarity of countries goes along with a diversity of people. To examine this, muliti-level analyses are used in each contribution.

During Sudan’s Anglo-Egyptian colonial rule, the Arabic Muslim north and Christian and animist south were ruled as two distinct entities. The north was modernized but the south neglected, creating parallel entities which overlooked the diversity and historical interrelations between the areas. Sudan’s conflicts are rooted in the creation of the state. A 1947 policy change to unify them meant that when the country was granted independence in 1956, Sudan was left with a heavily unified and centralized state, ruled from the north. The south, which already had social and political grievances, feared it would be dominated by the Arabic and Islamist North. Promises to create a federal system were soon broken. In 1955, tensions flared up and led to the outbreak of the first Sudanese civil war. The conflict, which featured successive coups and regime changes, ended with the 1972 Addis Abeba agreement and another promise of political autonomy for the South. Disputes over the discovery of oil in the south in 1979, together with President Nimeiry’s decision to implement Islamic Sharia law for the whole of Sudan and end southern autonomy, led to a new surge in civil violence in 1983.
