Excerpt from Our Naval War With France The spoliation of American commerce by the French, and the resulting hostilities during the last years of the eighteenth century, form the earliest episode of importance in our history under the Federal Constitution. It is, perhaps, natural that they should have been to a great extent overshadowed by the tremendous convulsions of the French Revolution. Yet these hostilities between the United States and France continued in an acute form nearly three years, and amounted to actual war, although war was declared on neither side. Important frigate actions and very many minor contests furnish some of the most stirring exploits in the early history of the navy. An examination of manuscript sources and contemporary newspapers has brought to light much material never before utilized. For aid in this search, the writer is indebted to the officials of the Navy Department, the Boston Public Library, and the Massachusetts Historical Society, and to many other persons. He is under especial obligations to Professor Edward Channing of Harvard University, and to Charles W. Stewart, Esq., Superintendent of Library and Naval War Records, Navy Department. Excerpt from Three Years of Naval Warfare A history of the naval war since 1914 is of a very far reaching character, but I have endeavoured to localise the many campaigns into separate chapters, although a small amount of overlapping is unavoidable. The stupendous events Of the last few years have followed one another in such rapid succession that few people realise the enormous task which our Navy was called upon to perform. From the terribly sudden collapse Of the whole fabric of Germany's commerce the success Of this work must be evident; and although in 1915 many of our ships were still engaged on foreign service, practically all naval matters centralised in home waters. The book is divided into two parts, the first dealing with the work Of the Royal Navy around our shores, and the second part treating the British and Allied Fleets abroad. The veil over our Fleet remains as inscrutable as ever, and One is tempted to question the need for such absolute secrecy. And it is fortunate that interest is now growing, and that a disposition on the part of our citizens to force action toward the meeting of the needs of the service is beginning to show itself. On one point there seems to be no difference of opinion - that if we are to have a navy at all, it should be as efficient as it possibly can be made. We have to-day individual ships that are the admiration of foreign naval architects. We have officers and men on board of them that we believe are the equal of those in any other service. We have certain materials of war that are as good as those manufactured for other fleets. But what we have not appreciated is that efficient individual ships and efficient crews do not alone make a powerful navy.
