More than a decade after unification, Germany remains deeply divided. Following East and West German police officers on their patrols through the newly-united city of Berlin and observing how they make sense of one another in a fast-changing environment, Andreas Glaeser explains how East-West boundaries have been maintained by the interactions of institutions, practices, and cultural forms-including diverging patterns of understanding rooted in vastly different social systems, readily revived Cold War images, the continuing search for an adequate response to Germany's Nazi past, and the politics and organization of unification, which impose highly asymmetrical burdens on east and west. Glaeser also leverages his ethnography to develop an innovative approach to studying identity formation processes. Central to his theory is an emphasis on the exchange of identifications and the particular ways in which they are deployed and recognized in interpretations, narratives, and performances as parts of face-to-face encounters, political discourses, and organizational practices.

Today, the content of these relations relies as much on international professional and civil society networks as it does on state-to-state transactions. The role of the Internet has been fundamental in widening communications opportunities for citizens and civil society, with a profound effect on democracy transition. In consequence, diplomacy has taken on a much more human and public face. Twenty-first century ambassadors and diplomats are learning to engage with civil societies, especially on the large themes of democratic change — an engagement that is often resisted by authoritarian regimes. A Diplomat’s Handbook for Democracy Development Support presents a wide variety of specific experiences of diplomats on the ground, identifying creative, human and material resources. More broadly, it is about the policy-making experience in capitals, as democratic states try to align national interests and democratic values. The Japanese government seeks to influence the use of leisure time to a degree that Americans or Europeans would likely find puzzling. Through tourism-promotion initiatives, financing for resort development, and systematic research on recreational practices, the government takes a relentless interest in its citizens' "free time." David Leheny argues that material interests are not a sufficient explanation for such a large and consistent commitment of resources. In The Rules of Play, he reveals the link between Japan's leisure politics and its long-term struggle over national identity. Since the Meiji Restoration, successive Japanese governments have stressed the nation's need to act like a "real" (that is, a Western) advanced industrial power. As part of their express desire to catch up, generations of policymakers have examined the ways Americans and Europeans relax or have fun, then tried to persuade Japanese citizens to behave in similar fashion—while subtly redefining these recreational choices as distinctively "Japanese." In tracing the development of leisure politics and the role of the state in cultural change, the author focuses on the importance of international norms and perceptions of Japanese national identity. Leheny regards globalization as a "failure of imagination" on the part of policymakers. When they absorb lessons from Western nations, they aim for a future that has already been revealed elsewhere rather than envision a locally distinctive lifestyle for citizens.
