Private Contractors and the Reconstruction of Iraq examines the controversial role of military contractors in the reconstruction of Iraq. When 'Operation Iraqi Freedom' was launched in March 2003, few, if any, of the Coalition's political leaders could have envisaged that within a few months the number of private contractors engaged to keep the troops supplied would exceed their actual combat strength. This alternative 'army' was not only to become the largest assemblage of contractors in living memory to accompany a military force into a war zone, but was also responsible for a fundamental transformation of how military logistics were delivered. This book explains how and why the US and UK governments became so dependent upon military contractors during the war in Iraq. It also examines the ramifications this new dependency will have on future military operations, as the conflict in Iraq has shown that private contractors are now indispensable to the attainment of both the military and political objectives of war. Finally, the book discusses what advantages and disadvantages these companies have brought to the reconstruction of Iraq, and what lessons need to be learned from this experience. This book will be of great interest to students of military and strategic studies, Middle Eastern politics and international security, and as well as policymakers and military professionals. Our framework emphasizes managing DoD logistics processes and providers for high performance: Managing refers to management activities--goal setting, performance measurement, resource allocation and budget execution, and planning and requirements estimation, etc.--at all levels in DoD logistics, from the shop floor to the highest levels of OSD. Logistics processes are the key operational processes of materiel logistics--procurement, distribution, and repair. Logistics providers are organizations that provide logistics products or services. These include organizations at all echelons of support and in both public and private sectors. High performance refers to superlative functioning, which has multiple.dimensions, including aspects both of effectiveness and of efficiency. In developing the framework, we drew on RAND research in logistics undertaken for sponsors in the United States Army, Air Force, and Navy, and in the Office of the Secretary of Defense (OSD) and the Joint Chiefs of Staff (JCS), as well as on recent literature on innovative business practices.

The Air Force has several options for sustaining weapon systems and components but has, in recent years, increasingly chosen contractor logistics support (CLS) over organic support. Still, questions remain about costs and efficiency, even about whether CLS is the best option. The authors explored these by reviewing the relevant government and DoD documents and data and by speaking with various knowledgeable individuals. The authors noted that CLS contracts have often gone to original equipment manufacturers because, lacking the technical data, the Air Force could not choose a third party. They also noted that contracts that guarantee large annual sums limit the Air Force's ability to adjust when its own funding changes and that the reasons underpinning these decisions are not always complete or consistent across the service. Centralizing and standardizing data and the related management skills would help make them available across the Air Force. More important, to retain all its choices for logistics services throughout a system's life cycle, the Air Force should acquire the technical data or data rights near the start of the acquisition process.
