Both the public and policymakers tend to model reactions to grave threats on how we met previous ones. The response to the terrorist attacks of 9/11, for example, echoed the Cold War--citizens went out to buy duct tape, mimicking 1950s-era civil defense measures, and the administration launched two costly conflicts overseas. But Neuve Chapelle and Loos dwindled into disappointments as their tale was told fully; the lines in the West remained, for all practical purposes of victory, immobile. Nothing seemed to happen; there was nothing to read save the record of operations that were clearly trifling and insignificant. People speculated as to the reason of this inaction; the hopeful said that Joffre had a plan, that he was "nibbling," others declared that we were short of munitions, others again that the new levies were not yet ripe for battle. So the months went by, and almost two years of war had been completed before the motionless English line began to stir and quiver as if it awoke from a long sleep, and began to roll onward, overwhelming the enemy.

At the heart of how history sees the French Revolution lies the enigma of the Terror. How did this archetypal revolution, founded on the principles of liberty and equality and the promotion of human rights, arrive at circumstances where it carried out the violent and terrible repression of its opponents? The guillotine, initially designed to be a ‘humane’ form of capital punishment, became a formidable instrument of political repression and left a deep imprint, not only on how we see the Revolution, but also on how France’s image has been depicted in the world. This book reconstructs the Terror in all its complexity. It shows that the popular view of a so-called ‘system of terror’ was retrospectively invented by the group of revolutionaries who overthrew Robespierre, as a way of trying to exonerate themselves from culpability. What we think of as ‘the Terror’ is best understood as an improvised and sometimes chaotic response to events, based on the urgent needs of a revolutionary government confronted by a succession of political and military crises. It was a government of ‘exception’ – a crisis government. Terror brings together a wealth of factual elements, along with recent thinking on the ideological, emotional and tactical dimensions of revolutionary politics, to throw new light on how the phenomenon of terror came to demonise the image and memory of the French Revolution. The Oklahoma City bombing, intentional crashing of airliners on September 11, 2001, and anthrax attacks in the fall of 2001 have made Americans acutely aware of the impacts of terrorism. These events and continued threats of terrorism have raised questions about the impact on the psychological health of the nation and how well the public health infrastructure is able to meet the psychological needs that will likely result. Preparing for the Psychological Consequences of Terrorism highlights some of the critical issues in responding to the psychological needs that result from terrorism and provides possible options for intervention. The committee offers an example for a public health strategy that may serve as a base from which plans to prevent and respond to the psychological consequences of a variety of terrorism events can be formulated. The report includes recommendations for the training and education of service providers, ensuring appropriate guidelines for the protection of service providers, and developing public health surveillance for preevent, event, and postevent factors related to psychological consequences.

Must we fight terrorism with terror, match assassination with assassination, and torture with torture? Must we sacrifice civil liberty to protect public safety? In the age of terrorism, the temptations of ruthlessness can be overwhelming. But we are pulled in the other direction too by the anxiety that a violent response to violence makes us morally indistinguishable from our enemies. There is perhaps no greater political challenge today than trying to win the war against terror without losing our democratic souls. Michael Ignatieff confronts this challenge head-on, with the combination of hard-headed idealism, historical sensitivity, and political judgment that has made him one of the most influential voices in international affairs today. Ignatieff argues that we must not shrink from the use of violence--that far from undermining liberal democracy, force can be necessary for its survival. But its use must be measured, not a program of torture and revenge. And we must not fool ourselves that whatever we do in the name of freedom and democracy is good. We may need to kill to fight the greater evil of terrorism, but we must never pretend that doing so is anything better than a lesser evil. In making this case, Ignatieff traces the modern history of terrorism and counter-terrorism, from the nihilists of Czarist Russia and the militias of Weimar Germany to the IRA and the unprecedented menace of Al Qaeda, with its suicidal agents bent on mass destruction.
