What are the choices the Asia-Pacific community will face if it proceeds further down the path of developing preferential regional trading arrangements? Fragmentation of the region into preferential trading arrangements on a bilateral or subregional basis promises relatively little economic gain and considerable risk of increased trade conflict. Larger preferential trading blocs, spanning the whole of East Asia, the Western Pacific, or the APEC membership, offer greater potential economic benefits but also face formidable political obstacles. In this study, Scollay and Gilbert weigh the economic consequences of the increased use of preferential trading arrangements in the Asia-Pacific region, whether these develop on the basis of trans-Pacific cooperation or solely within the East Asian or Western Pacific sub-regions. They evaluate the economic effects of both the existing proposals for new bilateral and multilateral agreements and of more far-reaching developments involving the creation of a substantial trading bloc or blocs in the region. Comparisons between the economic effects of establishing such bloc(s) in the region and the effects of achieving APEC's Bogor goals on the basis of "open regionalism" suggest that the latter approach continues to offer a worthwhile alternative. The study demonstrates that the benefits of global free trade dominate those available from establishment of any combination of major blocs or from APEC's "open regionalism".

This book features the results of the 2015 UNRC Joint Survey on Trade Facilitation and Paperless Trade Implementation for the Asia-Pacific Region and incorporates them into an econometric analysis estimating the impact of trade facilitation on trade costs. It shows that there is a strong, negative relationship between Asia-Pacific countries’ international trade costs and their level of trade facilitation implementation. Reducing trade costs is essential for developing economies to participate in international production networks and effectively use trade as an engine of growth and sustainable development. One effective way to reduce trade costs is to tackle non-tariff barriers and address regulatory procedures and documentation requirements. Trade facilitation, including paperless trade, has taken increasing importance as evidenced by the WTO Trade Facilitation Agreement reached in December 2013, as well as the growing number of regional and subregional initiatives aimed at facilitating the electronic exchange of trade related information and documents along international supply chains.

Contemporary trade policy is increasingly framed in geo-strategic terms. But how much of that rhetoric is reflected in actual policy choices by the EU or its trading partners? This book provides a first systematic study of the broader international context in which EU trade agreements are conceived, negotiated, and designed. Current implementation of paperless trade systems in the Asia-Pacific region focuses on application to domestic parts of trade processes, while international trade inherently requires trade information to flow across borders along internal supply chains. With current practices of paperless trade implementation limited predominately to the national level, the flow of trade information does not continue along an international supply chain; thus, it is being disrupted at the borders and results in traders turning to conventional paper-based trade practices. Yet given the fact that those countries in the region that are benefiting from implementing paperless trade only at domestic level, it is not difficult to see that efficiency gains will be considerably greater when the flow of trade information is facilitated across borders. This will, in turn, undoubtedly lead to major improvements in regional connectivity. Comprising three chapters and three annexes, this publication comprehensively assesses the current status of paperless trade in the region and beyond, elaborates on the need for having regional arrangements to facilitate cross-border paperless trade, and provides specific direction and details for putting a practical regional arrangement in place.

East Asian countries are now pursuing greater formal economic institutionalization, weaving a web of bilateral and minilateral preferential trade agreements. Scholarly analysis of “formal” East Asian regionalism focuses on international political and economic factors such as the end of the Cold War, the Asian financial crisis, or the rising Sino-Japanese rivalry. Yet this work pays inadequate attention to the strategies of individual government agencies, business groups, labor unions, and NGOs across the region. Moreover, most studies also fail to adequately characterize different types of trade arrangements, often lumping together bilateral accords with minilateral ones, and transregional agreements with those within the region. To fully understand this cross-national variance, this book argues that researchers must give greater attention to the domestic politics within East Asian countries and the U.S., involving the interplay of these subnational players. With contributions from leading country and regional trade specialists, this book examines East Asian and American trade strategies through the lens of a domestic bargaining game approach with a focus on the interplay of interests, ideas, and domestic institutions within the context of broader international shifts. With respect to domestic politics, the chapters show how subnational actors engage in lobbying, both of their own governments and through their links to others in the region. They also trace the evolution of interests and ideas over time, helping us to generate a better understanding of historical trends in the region. In addition to scholars of East Asian and comparative regionalism, this book will be of interest to policy-makers concerned with international trade and U.S.-Asia relations, and those interested in understanding the rich trade institutional landscape that we see emerging in the Asia-Pacific.

The Trans-Pacific Partnership (TPP) is a big deal in the making. With the Doha Round of multilateral trade negotiations at an impasse, the TPP negotiations have taken center stage as the most significant trade initiative of the 21st century. As of December 2012, negotiators have made extensive progress in 15 negotiating rounds since the talks began in March 2010, though hard work remains to finish the deal in the coming year or so. Despite this effort, however, the TPP is not well understood. In part, the reason lies in the dynamism of the TPP initiative. Unlike other free trade pacts, the growing membership as the talks have proceeded and the broad range, complexity, and novelty of the issues on the agenda have made it difficult to track the substantive detail and progress of the talks. This Policy Analysis aims to remedy this problem by providing a reader's guide to the TPP initiative. It first assesses how much the TPP countries are alike and like-minded in their pursuit of a comprehensive trade deal. It then examines the current status of the talks, the major substantive sticking points, and the implications of Canada and Mexico joining the talks as well as prospective membership of other countries. The Policy Analysis then looks ahead to how the TPP could advance economic integration in the Asia-Pacific region and the implications for trade relations with China.
