PACTS: The Coalition for Change offers a case study chronicling the efforts of one urban high school district in Northern California to change its curriculum. It quantifies surveyed responses solicited from parents, administrators, curriculum leaders, teachers, and students in the district. It also assesses their level of agreement on issues relating to mathematics reform. These agents of change constitute the PACTS Coalition. As a group, they generally agree that mathematics is a tough subject and that it should be fun; however, their level of agreement vacillates when the investigation turns to issues such as ability level grouping, the incorporation of diversity, and the question of inclusion. In general, members of the alliance believe that the effect of reform efforts has been deleterious to the overall quality of mathematics education at their school site and in the district. Many respondents cite poor communication, ineffectual leadership, and a lack of direction as chief deterrents to effective mathematics reform; additionally, most agree that cohesion, unity, and morale among the mathematics staff in the district have suffered as a result. Author Bill Collins shows that the varying perspectives of the PACTS Coalition is key to recognizing the complexity of educational issues while revealing the vision needed for lasting education reform.

The result of a four-year long comparative research study centered at the European University Institute in Florence, Italy, and financed by the European Commission's Sixth Framework Programme, Social Pacts in Europe presents the first full-length theoretical and comparative empirical study of new social pacts in Europe. Social pacts – policy agreements between governments, labor unions and sometimes employer organizations – began to emerge in many countries in the 1980s. The most common explanations for social pacts tend to focus on economic factors, influenced by industrial relations institutions such as highly coordinated collective bargaining. This book presents, and tests, an alternative and complementary explanation highlighting the electoral calculations made by political parties in choosing pacts. Using a dataset covering 16 European countries for the years 1980-2006, as well as eight in-depth country case studies, the authors argue that governments’ choice of social pacts or legislation is less influenced by economic problems, but is strongly influenced by electoral competition. Social pacts will be attractive when party leaders perceive them to be helpful in reducing the potential electoral costs of economic adjustment and wage restraint policies. Alternatively, parties may forgo negotiations with social partners and seek to impose such policies unilaterally if they believe that approach will yield electoral gain or minimize electoral costs. By combining the separate literatures on political economy and party politics, the book sheds new light on the dynamics of social pacts in Western Europe. This book will be of interest to students and scholars of political science, economics, political economy, European Studies and comparative politics.

Climate change is one of the major environmental concern of many countries in the world. Negotiations to control potential climate changes have been taking place, from Rio to Kyoto, for the last five years. There is a widespread consciousness that the risk of incurring in relevant economic and environmental losses due to climate change is high. Scientific analyses have become more and more precise on the likely impacts of climate change. According to the Second Assessment Report of the Intergovernmental Panel on Climate Change, current trends in greenhouse gases (GHGs) emissions may indeed cause the average global temperature to increase by 1-3. 5 °C over the next 100 years. As a result, sea levels are expected to rise by 15 to 95 em and climate zones to shift towards the poles by 150 to 550 km in mid latitudes. In order to mitigate the adverse effects of climate change, the IPCC report concludes that a stabilization of atmospheric concentration of carbon dioxide - one of the major GHGs - at 550 parts per million by volume (ppmv) is recommended. This would imply a reduction of global emissions of about 50 per cent with respect to current levels. In this context, countries are negotiating to achieve a world-wide agreement on GHGs emissions control in order to stabilize climate changes. Despite the agreement on targets achieved in Kyoto, many issues still remain unresolved.

This Element documents long-term changes in the political attitudes of occupational groups, shifts in the salience of economic and cultural issues, and the movement of political parties in the electoral space from 1990 to 2018 in eight Western democracies. We evaluate prominent contentions about how electoral contestation has changed and why support for mainstream parties has declined while support for challenger parties has increased. We contribute a new analysis of how the viability of the types of electoral coalitions assembled by center-left, center-right, radical-right, and Green parties changes over these decades. We find that their viability is affected by changes over time in citizens' attitudes to economic and cultural issues and shifts in the relative salience of those issues. We examine the contribution these developments make to declining support for mainstream center-left and center-right coalitions and increasing support for coalitions underpinning radical-right and Green parties.
