Eighty years after the fall of Benito Mussolini, controversy remains about what his dictatorship represented. This reflects the different sides to the Duce's leadership: while adept at nurturing and enforcing his personal political power, Mussolini's lack of insight into the requirements of governance prevented him from converting this power into influence to achieve his goals. His efforts to maintain the support of Italy's conservative elites--economic, social and political--also created tensions with his radical Fascist ambitions, diminishing the momentum behind his regime. Mussolini is frequently portrayed as a charismatic leader, but his rule was secured principally by coercion, violence and a 'spoils system'. Nonetheless, his personality cult had significant popular appeal, even if based upon a political myth. This book is the first full-length study of the Soviet Constitution of 1936, exploring Soviet citizens’ views of constitutional democratic principles and their problematic relationship to the reality of Stalinism. Drawing on archival materials, the book offers an insight into the mass political culture of the mid-1930s in the USSR and thus contributes to wider research on Russian political culture. Popular comments about the constitution show how liberal, democratic and conciliatory discourse co-existed in society with illiberal, confrontational and intolerant views. The study also covers the government’s goals for the constitution’s revision and the national discussion, and its disappointment with the results. Outcomes of the discussion convinced Stalin that society was not sufficiently Sovietized. Stalin's re-evaluation of society's condition is a new element in the historical picture explaining why politics shifted from the relaxation of 1933-36 to the Great Terror, and why repressions expanded from former oppositionists to the officials and finally to the wider population.

Mussolini has rarely been taken seriously as a totalitarian dictator; Hitler and Stalin have always cast too long a shadow. But what was a negative judgement on the Duce, considered innocuous and ineffective, has begun to work to his advantage. As has occurred with many other European dictators, present-day popular memory of Mussolini is increasingly indulgent; in Italy and elsewhere he is remembered as a strong, decisive leader and people now speak of the 'many good things' done by the regime. After all, it is said, Mussolini was not like 'the others'. Mussolini in Myth and Memory argues against this rehabilitation, documenting the inefficiencies, corruption, and violence of a highly repressive regime and exploding the myths of Fascist good government. But this short study does not limit itself to setting the record straight; it seeks also to answer the question of why there is nostalgia - not only in Italy - for dictatorial rule.
