Combining a broad analysis of political culture with a particular focus on rhetoric and strategy, Jeffrey Sawyer analyzes the role of pamphlets in the political arena in seventeenth-century France. During the years 1614-1617 a series of conflicts occurred in France, resulting from the struggle for domination of Louis XIII's government. In response more than 1200 pamphlets—some printed in as many as eighteen editions—were produced and distributed. These pamphlets constituted the political press of the period, offering the only significant published source of news and commentary. Sawyer examines key aspects of the impact of pamphleteering: the composition of the targeted public and the ways in which pamphlets were designed to affect its various segments, the interaction of pamphlet printing and political action at the court and provincial levels, and the strong connection between pamphlet content and assumptions on the one hand and the evolution of the French state on the other. His analysis provides new and valuable insights into the rhetoric and practice of politics. Sawyer concludes that French political culture was shaped by the efforts of royal ministers to control political communication. The resulting distortions of public discourse facilitated a spectacular growth of royal power and monarchist ideology and influenced the subsequent history of French politics well into the Revolutionary era. The first three decades of Bourbon rule in France coincided with a period of violent fragmentation followed by rapid renewal within the French Catholic community. In the early 1590s, when Henri IV - Protestant head of the Bourbon house - acceded to the throne, French Catholics were at war with each other as Leaguer and Navarrist factions fought both militarily and ideologically for control of Catholic France. However, by 1620 a partially reconciled French church was in the process of defining a distinctive reform movement as French Catholics, encouraged by their monarchs, sought to assimilate aspects of the international Catholic reformation with Gallican traditions to renew their church. By 1650 this French Catholic church, and its distinctive reform movement forged in the decades following the collapse of the Catholic League, had become one of the most influential movements in European Catholicism. This study reconsiders the forces behind these dramatic developments within the French church through the re-examination of a classic question in French history: Why was the Society of Jesus able to integrate successfully into the French church in the opening decades of the seventeenth-century, despite being expelled from much of the kingdom in 1594 for its alleged role in the attempted assassination of the king? The expulsion, recall and subsequent integration of the Society into the French church offers a unique window into the evolution of French Catholicism between 1590 and 1620. It provides new insight into how Henri IV re-established royal authority in the French Catholic church following the collapse of the Catholic League and how this development helped to heal the rifts in French Catholicism wrought by the Leaguer movement. The seventeenth century witnessed profound reforms in the way French cities administered poor relief and charitable health care. New hospitals were built to confine the able bodied and existing hospitals sheltering the sick poor contracted new medical staff and shifted their focus towards offering more medical services. Whilst these moves have often been regarded as a coherent state led policy, recent scholarship has begun to question this assumption, and pick-up on more localised concerns, and resistance to centrally imposed policies. This book engages with these concerns, to investigate the links between charitable health care, poor relief, religion, national politics and urban social order in seventeenth-century France. In so doing it revises our understanding of the roles played in these issues by the crown and social elites, arguing that central government's social policy was conservative and largely reactive to pressure from local elites. It suggests that Louis XIV's policy regarding the reform of poor relief and the creation of General Hospitals in each town and city, as enshrined in the edict of 1662, was largely driven by the religious concerns of the kingdom's devout and the financial fears of the Parisian elites that their city hospitals were overburdened. Only after the Sun King's reign did central government begin to take a proactive role in administering poor relief and health care, utilizing urban charitable institutions to further its own political goals. By reintegrating the social aspirations of urban elites into the history of French poor relief, this book shows how the key role they played in the reform of hospitals, inspired by a mix of religious, economic and social motivations. It concludes that the state could be a reluctant participant in reform, until pressured into action by assisting elite groups pursuing their own goals.

This book highlights a part of history called The Anglo-French Alliance, which is the name for the alliance between Great Britain and France between 1716 and 1731. It formed part of the stately quadrille in which the Great Powers of Europe repeatedly switched partners to try to build a superior alliance. Following the end of the War of the Spanish Succession by the Peace of Utrecht, British and French interests converged as they wished to stop the expansion of Spanish and Russian power. Although British Whig politicians had attacked the Peace of Utrecht under the slogan "No Peace Without Spain", given it seemingly placed Spain under French control, they soon developed close relations with Paris having returned to power following the Hanoverian succession. France faced an uncertain succession, as their king Louis XV was currently young and childless. Britain was wary of alienating the much-larger France. Negotiations led to the creation of the Anglo-French Alliance somewhere in late 1716.
