Die Struktur der Welt ist seit langem durch extreme Hierarchisierung und Abschichtung gekennzeichnet. In vielen Dimensionen sind Zerklüftungen zu beobachten. So besteht zum Beispiel im Weltwirtschaftssystem eine dramatische Kluft zwischen der sogenannten OECD-Welt und dem »Rest der Welt«. Während erstere dicht und relativ symmetrisch unter sich vernetzt ist, ist die übrige Welt nach wie vor überwiegend asymmetrisch auf dieses Gravitationszentrum ausgerichtet. Diesem weiterhin weltpolitisch tonangebenden, in sich hoch koordinierten Gravitationszentrum (ca. 16 Prozent der Weltbevölkerung) steht bisher kein vergleichbar koordiniertes kollektives oder auch nur regionales Machtzentrum gegenüber. Die Zerklüftungen innerhalb der Nicht-OECD-Welt sind nicht weniger markant: Etwa zehn Prozent der Weltbevölkerung leben unter den Bedingungen von »Staaten«, die zusammengebrochen sind oder deren Zerfall ernsthaft droht. 37 Prozent leben allein in zwei Makrostaaten: China und Indien, weitere 37 Prozent in ca. 130 Gesellschaften, die sich durch eine sogenannte begrenzte Staatlichkeit auszeichnen. Programmatiken über Weltordnung und Weltregieren müssen sich heute mit elementaren Sachverhalten dieser Art auseinandersetzen, ansonsten blieben sie weltflächig-abstrakt, folglich analytisch fragwürdig und letztlich praktisch irrelevant. Weltordnungsprogrammatiken bedürfen, sofern sie wirklich auf die gesamte real existierende Welt bezogen sind, einer problemadäquaten Kontextuierung.

Impressive strands of research have shown the emergent reality of increasing world-level interconnection in almost every field of social action. As a consequence, theories and models have been developed which are aimed at conceptualising this new reality along the lines of an ‘institutionalised’ World Culture. This offers a new understanding of the worldwide diffusion of specifically modern – i.e. mainly Western – rules, ideologies and organisational patterns, and of attendant harmonisation and standardisation of fields of social action. World Culture theories have not gone unchallenged. Rather, cross-cultural studies have revealed much more complex processes of regional fragmentation and (re-)diversification; of the refraction, appropriation, and hybridisation, through distinct socio-cultural conditioning, of world-level models and ideas; and of the ongoing effectiveness both of structural path-dependencies and of specifically cultural aspects such as collective memories, social meanings, and religious (or ideological) belief systems. Comparative research has thus highlighted an intricate simultaneity of contrary currents: of the increasing world-level interconnection of communication and exchange relations on the one hand, and, on the other, the persistence of context-specific interpretations, translations, and deviation-generating re-contextualisations of world-level forces and challenges. This research provides the theoretical problematique that animates this volume. The chapters explore the conceptual tools and explanatory power of theories and models which do not just oppose or reject World Culture theory, but are instead suited to complementing and differentiating it. The volume offers an enlightening conceptualisation of the intricate interaction of global processes with local agency, and of world-level forces with the self-evolutionary potentials inherent in specific contexts, socio-cultural structures, and distinctive meanings constellations. Eastern Europe was once clearly defined by the centralized political and economic organization of the societies in the region. They shared the same official ideology and were members of the same alliances. After 1989, the region collapsed in an economic, political and cultural implosion. What were the moving forces of this profound change? What are its consequences? Could we try to reasonably foresee any future developments? In this thought-provoking book, Nikolai Genov presents a systematic description and explanation of Eastern European societal transformations after 1989. They are interpreted as adaptations to four global trends; upgrading the rationality of organizations; individualization; spreading of instrumental activism; and universalization of value-normative systems. Adaptations to these trends have generally been successful. However, Genov notes that the process is marked by many failures as well. They are mostly caused by path dependency in the societal development and by the varying quality of relevant decisions, other destructive developments are due to contradictions in the global trends themselves. Guided by the assumption that the societal and supranational integration mechanisms in Eastern Europe before 1989 could not resist the overwhelming power of global trends, Genov's controversial findings question visions about the end of history and simultaneously strengthen the confidence that most complex macro-social processes can be rationally managed.
