This project, originally developed for the European Community, examines parental roles in controlling television programs watched by children in Europe. The structure of the study includes: *an analysis of the technical devices available to assist in parental control of television broadcasting services, including descriptions of devices, their cost, availability, and the infrastructure needed to introduce them; *a corresponding analysis of potential ratings or labeling systems to work in conjunction with or in the place of technical devices, enabling a comparative analysis of rating systems used in film, video, and online services; and *an overview and assessment of the educational and awareness measures in the field of protection of minors and harmful content, providing the data for the review of available considerations in this field of viewer literacy. In addition to these main strands of analysis, the study provides for background information and analysis in the following areas: *an overview of the main media theories focusing on the effect and impact of specific types of content on children and their behavior; *an assessment of the economic impact and social efficacy of different protective measures; and *a comparison of the regulatory contexts and rating systems for film, video, television, and online services concerning the protection of minors from harmful content. This volume is intended for scholars and students in comparative media studies, media policy, and regulation.

From the dawn of commercial radio to today's digital realm of television, different sets of grown-ups have gathered in the various rooms where responsibility is negotiated to build what we have come to understand as American broadcasting's standards and practices. Television standards and practices (S&P), then, helps define the role of the media and its impact on family roles and identities. The Grown-Ups in the Room: U.S. Television Standards and Practices and Parental Controls from the Dial to the Digital traces the history of broadcasting standards into the 21st century to capture the history of television censorship, responsibility, and the role of parents in content moderation as the medium evolved. This project excavates and maps the cultural, regulatory, and industry narratives of responsibility, self-regulation, public interest, and parenting to present the intertwined relationship between industry, policy, and family culture when it comes to children and media. My findings reveal how parents and caregivers, particularly mothers, fitfully responded from crisis to crisis, both resisting and reinforcing calls for parental responsibility that would absolve the industry and the government of any moral obligation. I argue that the concerns from U.S. federal regulators and politicians around protecting the public interest, family values, vulnerable children, and American ideals were much more than panics around cultural degradation or a collapse of social principles. They were about power. Emblems of 20th century broadcast standards and practices-from the language and rules first written by the early censors at the radio and television networks, the maturity ratings and content descriptors devised by television and film executives plus politicians and academics, definitions of Family Hour TV, and the establishment of a free market and free speech media culture-all intertwine to define and refine the allocations of responsibility in our 21st century media landscape.

Although EU Member States share a tradition of regulating public broadcasting for the public interest, such regulation has been in decline in recent years. It has been challenged by the emergence of commercial television sworn to the market logic, as well as by satellite services and the Internet. EU law and policy has, under pressure from powerful global forces, abetted that decline. The question thus arises: Do cultural values still matter in European national broadcasting? This important book examines the challenges posed to public service obligations by European Union media law and policy. An in-depth analysis of the extent to which six countries (France, Germany, Greece, Italy, the Netherlands, and the United Kingdom) regulate broadcasting for the public interest reveals a range of vulnerability to national political pressures or, alternatively, to the ideology of market sovereignty. The author examines the country of origin principle and the European quota rule of the Television without Frontiers Directive, revealing the influence of European law on the definition and enforcement of programme requirements, and shows how the case law of the European Court of Justice encourages deregulation at the national level without offering adequate safeguards at the supranational level in exchange. She asks the question whether the alleged 'European audiovisual model' actually persists--that is, whether broadcasting is still committed to protecting such values as cultural diversity, the safety of minors, the susceptibility of consumers to advertising, media pluralism, and the fight against racial and religious hatred. The book concludes with an evaluation of the impact of the EU state aid regime on the licence fee based financing of public broadcasting. Despite the increasing importance of the subject, its study in a comparative context has been heretofore underdeveloped. This book fully provides that context and more, and will be of great value and interest to all parties concerned with the key role of communications in the development of European integration.
