Les révolutions du XIXe siècle ont éclaté dans les rues d'un Paris qui fascinait et effrayait à la fois. Après la Commune, la peur de Paris a suscité une haine croissante dans la littérature, les discours politiques, l'action de l'État. Celui-ci, depuis Pétain, s'est donné pour tâche de réduire l'agglomération parisienne. Cette politique, la seule menée continuellement par tous les régimes et tous les partis depuis un demi-siècle, est passée à peu près inaperçue, mais elle a eu des effets considérables, quasi suicidaires pour la nation. Elle pose des questions redoutables : sur 22 régions métropolitaines, 19 sont, chaque année, subventionnées ; l'Île de France paye 97 % de ces subventions ; comment a-t-on pu convaincre les Français que « la Province paye pour Paris » ? Faut-il réclamer l'égalité d'équipement des territoires, ce qui revient à assurer l'inégalité d'équipement des personnes quand la population est concentrée dans les villes ? Pourquoi, depuis un siècle, abandonner les banlieues alors qu'elles logent les jeunes couples qui ont des enfants, produisent des richesses, payent des impôts mais manquent d'équipements publics ? Comment a-t-on pu déformer le système électoral depuis plus d'un siècle pour favoriser les campagnes, affaiblir les grandes villes et ostraciser leurs masses ouvrières en leur refusant la condition de vrais Français, la France rurale étant présentée comme « la vraie France, profonde, authentique » ? Pourquoi l'État, depuis un demi-siècle, essaye-t-il de ruiner sa région capitale, qui produit 29 % de la richesse nationale et paye 36 % de son budget ? Comment l'ouvrage peu sérieux d'un géographe pétainiste peut-il être, depuis cinquante ans, la bible de l'aménagement ? Comment cette politique a-t-elle pu être menée, même par la gauche, contre ses principes et ses intérêts électoraux, sans être discutée ni justifiée...
