Between 1915 and 1946, the Canadian government put some ten thousand unskilled foreigners, jobless and homeless people, conscientious objectors, perceived enemies of the state, and prisoners of war to work in western Canada's national parks. These men had committed no crimes, but because of war or depression, they were seen as a possible threat to public order and a potential source of civil unrest. Many of the Banff, Jasper, and other national parks' heritage buildings and roads were constructed through the backbreaking work of the internees in these labour camps. One casualty was Werner Drechsler, a prisoner who supplied German secrets to U.S. Navy authorities. Nazis held at Papago Park labeled him a traitor and hanged him from a bathroom rafter. Controversy erupted over whether the killing was an act of war or murder. Some also questioned the lack of protection Drechsler received for aiding in espionage. Between 1976 and 1983, during a period of brutal military dictatorship, armed forces in Argentina abducted 30,000 citizens. These victims were tortured and killed, never to be seen again. Although the history of los desaparecidos, “the disappeared,” has become widely known, the stories of the Argentines who miraculously survived their imprisonment and torture are not well understood. The Reappeared is the first in-depth study of an officially sanctioned group of Argentine former political prisoners, the Association of Former Political Prisoners of Córdoba, which organized in 2007. Using ethnographic methods, anthropologist Rebekah Park explains the experiences of these survivors of state terrorism and in the process raises challenging questions about how societies define victimhood, what should count as a human rights abuse, and what purpose memorial museums actually serve. The men and women who reappeared were often ostracized by those who thought they must have been collaborators to have survived imprisonment, but their actual stories are much more complex. Park explains why the political prisoners waited nearly three decades before forming their own organization and offers rare insights into what motivates them to recall their memories of solidarity and resistance during the dictatorial past, even as they suffer from the long-term effects of torture and imprisonment. The Reappeared challenges readers to rethink the judicial and legislative aftermath of genocide and forces them to consider how much reparation is actually needed to compensate for unimaginable—and lifelong—suffering.

The Committee undertook this inquiry to address concerns about the imprisonment of Welsh prisoners outside Wales. At present there are only four prisons in Wales, all in the South, and there is little provision for juveniles and no prisons for women. The overcrowding means that Welsh prisoners have a reduced chance of serving their sentence near home and reduces the chances of successful resettlement on release. The Committee believe there should be new prison places in North Wales, separate provision for young offenders and a new approach to women prisoners along the lines suggested by Baroness Corston. The report also address concerns about support services for mental illness amongst prisoners, the amount of Welsh language provision and education services.
