Over the last two hundred years Parliament has witnessed and effected dramatic and often turbulent change. Political parties rose – and fell. The old aristocratic order passed away. The vote was won for the working classes and, eventually, for women. The world was torn apart by two extraordinarily bloody wars. And individual politicians were cheered for their altruism or their bravery and jeered for their sexual or financial misdemeanours. This second volume of Chris Bryant’s majestic Parliament: The Biography has a cast of characters that includes some of British history’s most famous names: the Duke of Wellington, Sir Robert Peel, Gladstone, Disraeli, Lloyd George, Churchill and Thatcher. Its recurring theme is reform and innovation, but it also lays bare obsessive respect for the past and a dedication to evolution rather than revolution, which has left us with a fudged constitution still perilously dependent on custom, convention and gentlemen’s agreements. This is riveting, flawlessly researched and accessible popular history for anyone with an interest in why modern Britain is the nation it is today.

The history of Parliament is the history of the United Kingdom itself. It has a cast of thousands. Some were ambitious, visionary and altruistic. Others were hot-headed, violent and self-serving. Few were unambiguously noble. Yet their rowdy confrontations, their campaigning zeal and their unstable alliances framed our nation. This first of two volumes takes us on a 500-year journey from Parliament's earliest days in the thirteenth century through the turbulent years of the Wars of the Roses and the upheavals of the Civil Wars, and up to 1801, when Parliament – and the United Kingdom, embracing Scotland and Ireland – emerged in a modern form. Chris Bryant tells this epic tale through the lives of the myriad MPs, lords and bishops who passed through Parliament. It is the vivid, colourful biography of a cast of characters whose passions and obsessions, strengths and weaknesses laid the foundations of modern democracy.

The invasion of Iraq in 2003, and the Coalition Government's failure to win parliamentary approval for armed intervention in Syria in 2013, mark a period of increased scrutiny of the process by which the UK engages in armed conflict. For much of the media and civil society there now exists a constitutional convention which mandates that the Government consults Parliament before commencing hostilities. This is celebrated as representing a redistribution of power from the executive towards a more legitimate, democratic institution. This book offers a critical inquiry into Parliament's role in the war prerogative since the beginning of the twentieth century, evaluating whether the UK's decisions to engage in conflict meet the recognised standards of good governance: accountability, transparency and participation. The analysis reveals a number of persistent problems in the decision-making process, including Parliament's lack of access to relevant information, government 'legalisation' of parliamentary debates which frustrates broader discussions of political legitimacy, and the skewing of debates via the partial public disclosure of information based upon secret intelligence. The book offers solutions to these problems to reinvigorate parliamentary discourse and to address government withholding of classified information. It is essential reading for anyone interested in war powers, the relationship between international law and domestic politics, and the role of the Westminster Parliament in questions of national security.

For centuries scholars and practitioners have studied parliament and its potential reform from an institutional perspective. Until now, few authors have addressed in depth the internal relationships among parliamentary actors, their competing beliefs and their influence on parliament’s effectiveness. Parliament is overwhelmingly an agonistic institution, and competition for status, resources, influence and control has pervaded its administration and impeded reform. Parliaments appear to struggle with the concept of institutional management. The doctrine of exclusive cognisance or sole jurisdiction implies that parliament, and only parliament, should retain control of its internal business and processes. But why is parliament considered to be unique among public institutions, and why do parliaments appear to resist or even defy attempts to manage them more effectively? At a time when the public is losing confidence in governments, politics and political institutions, parliament’s role as a broker of ideas and a forum for deliberative policymaking is under threat. In an institution where no one has overall authority and direction, staying relevant and managing public expectations present major challenges for its members and administrators. This book examines parliamentary management in the national parliaments of Australia and the United Kingdom. Without claiming to be a ‘how to’ book, it attempts to provide a relatable account of how parliamentary officials and members of parliament carry out their inherently complex roles and how they might be assisted by contemporary public management approaches.
