In November 2008, as the economic decline was being fully realized, Canada's newly elected minority government, led by Conservative Stephen Harper, presented a highly divisive fiscal update in advance of a proposed budget. Unable to support the motion, the Liberal and New Democratic Parties, with the backing of the Bloc Québécois, formed a coalition in order to seek a no-confidence vote and to form a new government. In response, Conservative cabinet ministers launched a media blitz, informing Canadians that the opposition was mounting a 'coup d'état.' Ultimately Governor General Michaëlle Jean allowed Parliament to be prorogued, the coalition fell apart, and a budget was accepted by the House in January 2009. However, widespread public uncertainty and confusion about the principles of government evident during the crisis revealed a grave lack of understanding about the mechanics and legalities of parliamentary democracy on the part of Canadians. Written in the context of the coronavirus pandemic, the Primer looks at how democratic parliaments play a crucial role in making good decisions and protecting citizens’ rights during a crisis. The coronavirus pandemic has deeply impacted how we are governed. Democracies have had to adapt to operating under extreme time pressure, without losing the advantages of transparency, citizen voice, and effective policy feedback loops, that make democracy the most effective and just governance system. Parliaments are the core democratic institution representing citizens throughout the policy cycle; in creating legislative rules that govern society, in ensuring that government implements legislated programmes effectively and fairly, in voting the use of taxpayers’ resources to pay for government services, and in ensuring the diverse views of citizens are heard at every stage. During a crisis, parliaments must carry out the same functions, but more rapidly, and in often adverse circumstances. This Primer focuses on particularly two aspects of parliaments’ responses. First, it looks at how parliaments ensured that emergency measures considered the needs of all parts of the population, and also that any emergency government powers were both limited in time and scope, and subject to parliamentary oversight. Second, the Primer examines how parliaments implemented innovative solutions to enable virtual functioning. The contributions to this volume Politics, Social Movements and Extremism take serious the fact that populism is a symptom of the crisis of representation that is affecting parliamentary democracy. Right-wing populism skyrocketed to electoral success and is now part of the government in several European countries, but it also shaped the Brexit campaign and the US presidential election. In Southern Europe, left-wing populism transformed the classical two parties systems into ungovernable three fractions parliaments, whereas in Latin America it still presents an instable alternative to liberal democracy. The varying consequences of populist mobilisation so far consist in the maceration of the established borders of political culture, the distortion of legislation concerning migrants and migration, and the emergence of hybrid regimes bordering on and sometimes leaning towards dictatorship. Yet, in order to understand populism, innovative research approaches are required that need to be capable of overcoming stereotypes and conceptual dichotomies which are deeply rooted in the political debate. The chapters of this volume offer such new theoretical strategies for inquiring into the multi-faceted populist phenomenon. The chapters analyse its language, concepts and its relationship to social media in an innovative way, draw the con - tours of left- and right-wing populism and reconstruct its shifting delimitation to political extremism.
