The partisan groups in parliament form the link between mass suffrage, parties and parliaments, and are generally accepted today as necessary instruments of parliamentary business. Parliamentary party groups are central actors in most European democracies. This volume analyses the manifestations and operations of these actors across thirteen different countries and in the European parliament.

Political parties regularly change and adapt in response to ever-changing circumstances. Until now these changes have frequently prompted both scholars and the media to suggest a whole new type of political party, and over time the number of models and types has proliferated to the point of confusion, contradiction, and a loss of explanatory power. In this sophisticated yet accessible study, André Krouwel rejects this mélange of models as inadequate. He utilizes a wide range of data sources to analyze the ideological, organizational, and electoral change undergone by more than one hundred European parties in fifteen different countries, from Scandinavia to the Iberian Peninsula, between 1945 and 2010. The result is one of the most comprehensive empirically grounded studies to date of the genesis, development, and transformation of political parties in advanced democratic states.

Exploring the European Union's 'democratic deficit,' this book traces the halting development of parliamentary democracy at the European level. Arguing that the key actor in this crucial process is the European Parliament, the contributors concentrate on two of the classic functions of a parliament: the legislative and the representative. The contributors analyze the ongoing tensions between party orientations and national loyalties, between national parties and European party groups, and between representatives at the national and regional level. This book analyses nearly 100 original interviews with Members of the European Parliament from across the European Union who were active between 1979 and 2019. These interviews, preserved in the Historical Archives of the European Union at the European University Institute, capture the memories of the MEPs about their own roles and their assessment of what the parliament achieved in developing a European parliamentary democracy in the forty years following the first direct elections. The book offers a taste of the interviews in ten chapters, each of which corresponds to a specific theme presented in the archive: choosing the parliament, working inside the parliament machine, living inside the political groups, playing a part in major moments, influencing and shaping policy, scrutinizing and holding to account, making a mark beyond the EU, communicating the work of the parliament, keeping in touch with national societies, and looking to the future.

The scope and intensity of the challenges currently faced by western European political parties is exceptionally large, threatening the viability of the manner in which they have traditionally operated and causing them to seek new behaviours and strategies. This volume brings together some of the foremost scholars of European party politics, whose evaluation of political parties in 'the new Europe' is organised under four broad headings: Parties as Corporate Actors; Parties and Society; Parties and the State and Parties Beyond the Nation State. Each contributor not only provides a concise, critical review of the theoretical and methodological 'state of the art' in respect of a specific aspect, but also reviews the latest empirical findings in that area.

Party Patronage and Party Government in European Democracies brings together insights from the worlds of party politics and public administration in order to analyze the role of political parties in public appointments across contemporary Europe. Based on an extensive new data gathered through expert interviews in fifteen European countries, this book offers the first systematic comparative assessment of the scale of party patronage and its role in sustaining modern party governments. Among the key findings are: First, patronage appointments tend to be increasingly dominated by the party in public office rather than being used or controlled by the party organization outside parliament. Second, rather than using appointments as rewards, as used to be the case in more clientelistic systems in the past, parties are now more likely to emphasize appointments that can help them to manage the infrastructure of government and the state. In this way patronage becomes an organizational rather than an electoral resource. Third, patronage appointments are increasingly sourced from channels outside of the party, thus helping to make parties look increasingly like network organizations, primarily constituted by their leaders and their personal and political hinterlands. Comparative Politics is a series for students, teachers, and researchers of political science that deals with contemporary government and politics. Global in scope, books in the series are characterised by a stress on comparative analysis and strong methodological rigour. The series is published in association with the European Consortium for Political Research. European integration is progressing at an even more rapid rate. Accompanying this progress is an increasing debate about the institutional shape and legitimacy of this new political order. This debate is driven in part by conflicting values, and in part by uncertainty. This book addresses the question of parliamentary involvement in the emerging European political system by looking at both national and European levels of parliamentary representation. In doing this, it gives greaterattention to the role of national parliaments than is usual in discussions about democracy in the European Union.Based on interviews and surveys among members of parliament at the European level, and in eleven member states, it analyses the role of parliaments and parliamentarians, the linkages between national citizenry and the European level, and the problems and perspectives of institutional change. The book is provides analyses of the views from within concerning European integration and concentrates of three dimensions: the MPs themselves; their embeddedness in the process; and theirperspectives on institutional structures. These views from within offer new insights and answers to institutional problems in the European Union and the so-called democratic deficit.

This edited collection, in honour of the late political scientist Peter Mair, contains original chapters that are directly linked to his theoretical and/or methodological ideas and approaches. Peter Mair demonstrated that political parties have traditionally been central actors in European politics and an essential focus of comparative European political science. Though the nature of political parties and the manner in which they operate has been subject to significant change in recent decades, parties remain a crucial factor in the working of European liberal democracies. This volume analyses recent developments and current challenges that European parties, party systems and democracy face. The volume will be of key interest to students and scholars of comparative politics, democracy studies, political parties, and European politics and European Union studies.
