The National Air Transportation Association has developed this Compliance Handbook to address the confusion resulting from the Federal Aviation Administration's release of a new rule which combines many of the certification aspects of its air carrier requirements under one rule. This new rule, known as FAR Part 119, "Certification: Air Carriers and Commercial Operators," places extensive responsibilities on Part 135 operators, both those operating on-demand and/or scheduled. The FAA is using Part 119 as the vehicle for requiring certain scheduled operators to meet FAR Part 121. However, even those companies not covered by that change are affected by the new rule.
