The book offers a critical analysis of legitimacy in peacebuilding, with a focus on peace negotiations and civil society participation in particular. The aim of this book is to unpack the meaning of legitimacy for the population in peacebuilding processes and the relationship this has with civil society involvement. There is a growing consensus for addressing local concerns in peacebuilding, with the aim of ensuring local ownership. Moreover, scholars have noted a relationship between civil society inclusion in peace negotiations and legitimacy. Yet, the very idea of legitimacy remains a black box. Using data from original empirical fieldwork - including over 100 semi-structured interviews and 12 focus group discussions - the book focuses on two case studies of negotiations that, respectively, ended a long civil war in Liberia in 2003 and ended the post-election violence in Kenya in 2008. It argues that civil society involvement is conceptually insufficient to show a multidimensional understanding of legitimacy. Instead, the book shows a complex picture of legitimate peace negotiations, based on outcome and participation-based characteristics with the involvement of both 'guarantors' of legitimacy and a more general civic agency which includes the general population. Through forms of participative communication, the passive audience become active stakeholders in the construction of legitimacy. This has repercussions for how we think about civil society and peacebuilding more generally. This book will be of much interest to students of peacebuilding, conflict resolution, security studies and IR in general.

Most recent works about the efforts of local communities caught up in a civil war have focused on their efforts to remain places of security and safety from the violence that surrounds them—neutral peace communities or zones. This book, in contrast, focuses on local peace communities facing new challenges and opportunities once a peace agreement has been signed at the national level, such as those in South Africa, the Philippines, Burundi, East Timor, Sierra Leone, and the present peace process in Colombia between the FARC and the Colombian Government. The communities’ task is to make a stable and durable peace in the aftermath of a violent civil war and a deal on which local people have usually had little or no influence. Such agreements seek to involve them in both short and longer term peace-building, and expect local communities to cope with problems of armed ex-combatants, IDPs and refugees, law and order in the absence of much state presence, high unemployment and the need for widespread and massive reconstruction of physical infrastructure damaged or destroyed during the war. How local communities have coped with the demands of “peace” is thus the theme that runs through each of these individual chapters, written by authors with direct experience of grassroots communities struggling with such “problems of peace.”

This volume explores the implementation of key gender policies in international peace and security, following the adoption of UN Security Council resolution 1325 in October 2000, the first thematic resolution on Women, Peace and Security. Settlements to civil conflict, which are notably difficult to secure, sometimes contain clauses enabling the combatant sides to participate as political parties in post-conflict elections. In Electing Peace, Aila M. Matanock presents a theory that explains both the causes and the consequences of these provisions. Matanock draws on new worldwide cross-national data on electoral participation provisions, case studies in Central America, and interviews with representatives of all sides of the conflicts. She shows that electoral participation provisions, non-existent during the Cold War, are now in almost half of all peace agreements. Moreover, she demonstrates that these provisions are associated with an increase in the chance that peace will endure, potentially contributing to a global decline in civil conflict, a result which challenges prevailing pessimism about post-conflict elections. Matanock's theory and evidence also suggest a broader conception of international intervention than currently exists, identifying how these inclusive elections can enable external enforcement mechanisms and provide an alternative to military coercion by peacekeeping troops in many cases.
