This book provides a theoretical framework for understanding polarised politics. Contrary to the common understanding that polarisation is associated with populism and illiberal democracies, this book demonstrates that polarisation is by no means the result of one anti-democratic side of the conflict. By proposing this analytical inquiry, this book advances a new theoretical framework to characterise politics as either polarised or not. This framework is a unique approach that integrates people’s agency and socio-historical constraints to explain polarisation in depth. Drawing on Foucault’s concept of discourse, subject, and governmentality, and Laclau’s concept of logics and hegemony, this framework focuses on how to distinguish polarised politics from another form of politics. As a technology of power, polarisation can be performed by a variety of actors and is governed by a broad, conscious end, that is organising society by reducing the possibilities of alternative ways of thinking, speaking and doing politics to two options. This study takes a deep dive into the political polarisation in Venezuela, a country with almost two decades of conflict between Chavismo and the Opposition disputing the meaning of democracy, and with the most critical crisis in the Americas as a result of polarisation. With close attention paid to the logics or rationalities of power to explain what lies behind definitions of democracy. This analysis allows us to observe the rationalities and dynamics beyond what is said, in particular, the book explores hegemonic logics (myths, fantasies of threats and promises) used by both political groups to create a political identity.

The largely successful trajectory of participatory democracy in post-1988 Brazil is well documented, but much less is known about its origins in the 1970s and early 1980s. In Participatory Democracy in Brazil: Socioeconomic and Political Origins, J. Ricardo Tranjan recounts the creation of participatory democracy in Brazil. He positions the well-known Porto Alegre participatory budgeting at the end of three interrelated and partially overlapping processes: a series of incremental steps toward broader political participation taking place throughout the twentieth century; short-lived and only partially successful attempts to promote citizen participation in municipal administration in the 1970s; and setbacks restricting direct citizen participation in the 1980s. What emerges is a clearly delineated history of how socioeconomic contexts shaped Brazil’s first participatory administrations. Tranjan first examines Brazil’s long history of institutional exclusion of certain segments of the population and controlled inclusion of others, actions that fueled nationwide movements calling for direct citizen participation in the 1960s. He then presents three case studies of municipal administrations in the late 1970s and early 1980s that foreground the impact of socioeconomic factors in the emergence, design, and outcome of participatory initiatives. The contrast of these precursory experiences with the internationally known 1990s participatory models shows how participatory ideals and practices responded to the changing institutional context of the 1980s. The final part of his analysis places developments in participatory discourses and practices in the 1980s within the context of national-level political-institutional changes; in doing so, he helps bridge the gap between the local-level participatory democracy and democratization literatures.

Can a political project exist outside of the power relations from which it is trying to emerge? In the twilight of Brazil’s twenty-one year military regime, a new union movement emerged in São Paulo’s industrial region, giving life to a new political party: the Workers’ Party. The electoral success enjoyed by the party enabled it to champion a whole raft of democratic reforms and Brazil is now celebrated as a laboratory for popular and participatory forms of government. However, through analysis of the trajectory of the Worker Party’s democratic experiment, the true challenge of embedding democracy inside existing state structures emerges. Drawing on long-term ethnographic research, Victor Albert provides a critical analysis of citizen participation in Santo André, in the region of Greater São Paulo where the Workers’ Party was founded, holding a microscope to the power relations between political appointees, public officials and local community activists. The return to public assemblies and direct democratic methods in the wave of the global "squares movements" since 2011 has rejuvenated interest in forms of council organisation and action. The European council movements, which developed in the immediate post-First World War era, were the most impressive of a number of attempts to develop workers’ councils throughout the twentieth century. However, in spite of the recent challenges to liberal democracy, the question of council democracy has so far been neglected within democratic theory.
