The Education Committee accepts that changes to student support needed to be made, but says that the delay in deciding on allocations and the guiding principles for distribution should not have been allowed to happen. The report states that the Government should have done more to acknowledge the Educational Maintenance Allowance's (EMA) combined impact on participation, attainment and retention, before it decided how to restructure financial support. The bursary scheme which is to replace the EMA will inevitably lead to inconsistencies which could distort young people's choices of where to study. It is not persuaded that bursaries administered by schools and colleges will necessarily be fairer or more discriminating than a slimmed-down, more targeted entitlement such as the EMA. The report also highlights the difficulty of transferring data between schools and colleges and encourages the Department for Education to do more to ensure that information about pupils' needs can move easily between educational institutions. The Committee supports the Government's focus on Apprenticeships but urges it to protect quality at the same time as increasing numbers participating. It also urges the Department for Education to fund the National Careers Service to provide face-to-face careers advice for young people

This report from the Education Committee looks at the administration of examinations for 15-19 year olds in England. The Committee expresses serious concerns about incentives in the exam system and about competition on syllabus content. Incentives in the system should be changed so the downward pressure through the competition of exam boards is mitigated. The Committee considers a number of options to change incentives, including: (i) A single board. This offers a simpler system, with no risk of competition, but the Committee believes the cost, risk and disruption outweigh the benefits; (ii) Franchising of subjects to exam boards. This removes syllabus competition, but again has downsides; (3) Or the current system of multiple boards. The Committee sees no benefit in competition on syllabus content, but the setting and marking of exams and associated administration, if properly regulated, could generate incentives and drive quality up, offering value for money to schools and colleges.The Committee also recommends the development of national syllabuses, accredited by Ofqual. The syllabuses would be developed by exam boards in conjunction with learned bodies and employer organisations and could therefore retain the benefits of competition on quality and the incentive for exam boards to innovate.

With the establishment, on 1 April 2007, of the Office for Standards in Education, Children's Services and Skills, Ofsted's responsibilities for inspecting children's services changed substantially, with Ofsted now regulating and inspecting childcare, children's social care and provision for learners of all ages. This report covers the first full year of reporting on the organisation's new remit. The first section presents an evaluation of the quality and standards in care, early education, schools, colleges, adult learning and skills, and children's services. It is based on evidence from more than 45,000 inspections and regulatory visits in 2007-08. The second section draws on Ofsted's thematic inspections and surveys in the different areas of its remit. This section evaluates the effectiveness with which providers seek to address three important matters: improving the life chances of the least advantaged members of society through excellence in provision; safeguarding children and young people from neglect, abuse and other forms of harm; and enabling learners to acquire the skills they need to succeed in their working lives. The Chief Inspector is encouraged by the recognition that much is going well for so many children, young people and adult learners, but frustrated that there is still too much that is patently inadequate and too many settings and institutions where the rate of improvement is unacceptably slow.
