This open access edited volume focuses on fairness issues concerning the use of artificial intelligence (AI) for social service provision in national welfare systems. With this, it touches upon important questions in the innovation agenda of countries across continents about the ethics, justice, quality, responsibility, accountability, and transparency to use AI for state functions. The volume shows that in many countries, AI, or at least data analytics methods, are already in place to support the assessment of beneficiaries for deciding on the value criteria to distinguish between legal /fraudulent, deserving/non-deserving, or needy/non-needy recipients. The book provides a cross-cultural comparison of AI-based social assessment among national welfare systems of 9 countries across 4 continents: Spain, Estonia, Germany, Iran, India, Nigeria, Ukraine, China and USA. Based on participatory research results from multi-stakeholder inputs, especially those from vulnerable groups, the chapters in this volume show that value criteria for fairness and social justice are context-bound and vary across the globe. Furthermore, they are in constant flux, aligned to social change. Thus, the volume looks at pathways to developing culture-sensitive, responsive and participatory AI for social assessment in public service provision. The contributions are interdisciplinary and introduce perspectives from the fields of sociology, computational social science, computer science and public policy. This topical volume is of interest to a wide readership.

Reclaiming Participatory Governance offers empirical and theoretical perspectives on how the relationship between social movements and state institutions is emerging and developing through new modes of participatory governance. One of the most interesting political developments of the past decade has been the adoption by social movements of strategies seeking to change political institutions through participatory governance. These strategies have flourished in a variety of contexts, from anti-austerity and pro-social justice protests in Spain, to movements demanding climate transition and race equality in the UK and the USA, to constitutional reforms in Belgium and Iceland. The chief ambition and challenge of these new forms of participatory governance is to institutionalise the prefigurative politics and social justice values that inspired them in the first place, by mobilising the bureaucracy to respond to their claims for reforms and rights. This open access book examines how the adoption of Design Thinking (DT) can support public organisations in overcoming some of the current barriers in e-participation. Scholars have discussed the adoption of technology to strengthen public engagement through e-participation, streamline and enhance the relationship between government and society, and improve accessibility and effectiveness. However, barriers persist, necessitating further research in this area. By analysing e-participation barriers emerging from the literature and aligning them with notions in the DT literature, this book identifies five core DT practices to enhance e-participation: (i) Meaning creation and sense-making, (ii) Publics formation, (iii) Co-production, (iv) Experimentation and prototyping, and (v) Changing organisational culture.
