Vor dem Hintergrund zunehmender Verbreitung von Public Private Partnerships (PPP) in der BRD ist von Interesse, ob PPP tatsächlich ein Instrument zur effektiveren und effizienteren Leistungsbereitstellung öffentlicher Aufgaben darstellt und welche Faktoren den Erfolg einer PPP beeinflussen. Zur Klärung dieser in Theorie und Praxis nur fragmentiert beantworteten Frage identifiziert und bewertet diese Studie als Beitrag zu einer systematischen Erfolgsfaktorenforschung techno-ökonomische und sozioökonomischer Einflussgrößen im Rahmen einer quantitativen Studie. Die Befragung von 401 Projektleitern der öffentlichen Hand und der Privatwirtschaft bei 170 kommunalen deutschen PPPs mündet in einem Strukturgleichungsmodell zweiter Ordnung. Die Ergebnisse zeigen, dass insbesondere detailliert festgelegte Anreiz- und Sanktionsmechanismen, eine ausgewogene Verteilung der vertraglich fixierten Risiken und ein hohes Unterstützungsniveau bei (politischen) Stakeholdern Treiber für den Erfolg sind. Überdies werden die PPPs von den Projektleitern beider Seiten als insgesamt sehr erfolgreich bewertet, so dass von einem Win-Win-Konzept gesprochen werden kann.
