The political parties in Congress are as polarized as they have been in 100 years. This book examines more than 30 years of congressional history to understand how it is that the Democrats and Republicans on Capitol Hill have become so divided. It finds that two steps were critical for this development. First, the respective parties' constituencies became more politically and ideologically aligned. Second, members ceded more power to their party leaders, who implemented procedures more frequently and with greater consequence. In fact, almost the entire rise in party polarization can be accounted for in the increasing frequency of and polarization on procedures used during the legislative process.

Extreme polarization in American politics--and especially in the U.S. Congress--is perhaps the most confounding political phenomenon of our time. This book binds together polarization in Congress and polarization in the electorate within an ever-expanding feedback loop. This loop is powered by the discipline exerted by the respective political parties on their Congressional members and district candidates and endorsed by the voters in each Congressional district who must choose between the alternatives offered. These alternatives are just as extreme in competitive as in lop-sided districts. Tight national party discipline produces party delegations in Congress that are widely separated from one another but each ideologically narrowly distributed. As district constituencies become more polarized and are egged on by activists, parties are further motivated to move past a threshold and appeal to their respective bases rather than to voters in the ideological center. America has indeed acquired parties with clear platforms--once thought to be a desirable goal--but these parties are now feuding camps. What resolution might there be? Just as the progressive movement slowly replaced the Gilded Age, might a new reform effort replace the current squabble? Or could an asymmetry develop in the partisan constraints that would lead to ascendancy of the center, or might a new and over-riding issue generate a cross-cutting dimension, opening the door to a new politics? Only the future will tell.

Party polarization in the House of Representatives has increased recently. Explaining this development has been difficult given current interpretations of American elections. The dominant framework for interpreting elections has been to see them as candidate-centered or individualistic. This book explains the emergence of party polarization by focusing on how the constituencies of House districts affect partisan outcomes and the subsequent voting behavior of House members. The analysis is premised on the simple argument that members are elected from districts, and an explanation of polarization must begin with districts. Party Wars is the first book to describe how the ideological gulf now separating the two major parties developed and how today’s fierce partisan competition affects the political process and national policy. Barbara Sinclair traces the current ideological divide to changes in the Republican party in the 1970s and 1980s, including the rise of neoconservativism and the Religious Right. Because of these historical developments, Democratic and Republican voters today differ substantially in what they consider good public policy, and so do the politicians they elect. Polarization has produced institutional consequences in the House of Representatives and in the Senate—witness the majority party’s threat in 2004–2005 to use the “nuclear option” of abolishing the filibuster. The president’s strategies for dealing with Congress have also been affected, raising the price of compromise with the opposing party and allowing a Republican president to govern largely from the ideological right.
