"Using a range of survey tools to glean insights into changing norms within the US military, this book provides a particularly valuable window into the political beliefs and behavior of active-duty (primarily US Army) officers. With its presentation of contemporary data, discussion of new dynamics created by social media, large number of questions for future research, and pragmatic policy recommendations, this book offers significant findings to be pulled that will improve the dialogue within professional military education and in senior military leader's writings to their colleagues and guidance to the forces and is an important resource for policymakers, practitioners, and scholars"--

Dangerous Instrument written by Michael A. Robinson and has been published by Oxford University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2022-11 with Political Science categories.

As increasingly contentious politics in the United States raise concerns over the "politicization" of traditionally non-partisan institutions, many have turned their attention to how the American military has been--and will be--affected by this trend. Since a low point following the end of the Vietnam War, the U.S. military has experienced a dramatic reversal of public opinion, becoming one of the most trusted institutions in American society. However, this trend is more complicated than it appears: just as individuals have become fonder of their military, they have also become increasingly polarized from one another along partisan lines. The result is a new political environment rife with challenges to traditional civil-military norms. In a data-driven analysis of contemporary American attitudes, Dangerous Instrument examines the current state of U.S. civil-military affairs, probing how the public views their military and the effect that partisan tribalism may have on that relationship in the future. Michael A. Robinson studies the sources and potential limits of American trust in the armed services, focusing on the interplay of the public, political parties, media outlets, and the military itself on the prospect of politicization and its associated challenges. As democratic institutions face persistent pressure worldwide, Dangerous Instrument provides important insights into the contemporary arc of American civil-military affairs and delivers recommendations on ways to preserve a non-partisan military.

This study discusses the process of military reform in Indonesia after the fall of Suharto?s New Order regime in 1998. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward. This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Providing a compelling look at veterans' policy, this book describes why the Republican party is considered the party for veterans despite the fact that Congressional Democrats are responsible for a greater number of policy initiatives. The United States is home to 21 million veterans, and Veterans' Affairs is the second-largest federal department, with a budget exceeding $119 billion. Many veterans, however, remain under-served. Republicans are seen as veterans' champions, and they send the majority of Congressional constituent communications on veterans' issues, yet they are lead sponsors on only 37 percent of bills considered by the Senate Veterans' Affairs Committee. What accounts for this discrepancy? Drawing on thousands of e-newsletters sent from Congress to constituents, Congress and U.S. Veterans: From the GI Bill to the VA Crisis argues that the distribution of veterans across districts and the Republican Party is based on government spending, which pulls Republican legislators in opposite directions. This eye-opening book offers a history of veterans' programs, highlights legislative leaders and the most pressing policy areas for reform, identifies the issues most often discussed by members of Congress from each party, points out which Congresspeople have acted on veterans' issues and which have not, and offers an analysis of veteran population distribution and legislative policy preferences.

This examination of al-Qaeda's decline since the 9/11 attacks focuses on the terror organization's mutation and fragmentation. It looks at its partnership with the local and regional jihadist networks that played a pivotal role in the Madrid, London, and Fort Hood attacks, arguing that, although initially successful, such alliances actually unraveled following both anti-terror policies and a growing rejection of violent jihadism in the Muslim world. Challenging conventional theories about al-Qaeda and homegrown terrorism, the book claims that jihadist attacks are now organized by overlapping international and regional networks that have become frustrated in their inability to enforce regime change and their ideological goals. The discussion spans the war on terror, analyzing major post 9/11 attacks, the failed jihadist struggle in Iraq, al-Qaeda's affiliates, and the organization's future prospects after the death of Osama Bin Laden and the Arab Spring. This assessment of the future of the jihadist struggle against Muslim governments and homegrown Islamic terrorism in the West will be an invaluable resource to anyone studying terrorism and Islamic extremism.

Since the Arab Spring, militaries have received renewed attention regarding their intervention into politics of Middle Eastern and South Asian states. This book examines the factors which influence military intervention and withdrawal from politics—namely, United States and Soviet/Russian economic and military aid—and how this affects democratic transitions and consolidation. The militaries of Algeria, Egypt, Pakistan, and Turkey, have used nationalism to justify their interventions into politics while ensuring that withdrawal would only occur if national identity were protected. This book examines important states in the Islamic World which have experienced similar historical trajectories, briefly experimented with democracy, and had the military become a dominant institution in the state. All four countries differ in their levels of ethnic conflict, importance placed on the country by the international community, and internal security concerns. The common result of international influence on political development, however, is that the military will take a keener interest in politics and be more reluctant to disengage.
