Within higher education, world-class universities are regarded as elite research universities and play a critical role in developing human resources and generating new knowledge in the context of a knowledge-based economy. Governments around the world have made the operation of their universities at the cutting edge of intellectual and scientific development their policy priority; and top universities make every effort to compete at this global stage. “Paths to A World-Class University” provides insights into recent and ongoing experiences of building world-class universities, both at a national level and at an institutional level. It collects fifteen essays, most of which originated from papers presented at “The Third International Conference on World-Class Universities”, held in November 2009 in Shanghai, China, and organised by the Center for World-Class Universities of Shanghai Jiao Tong University. Divided into two parts, the book: - focuses on the role of world-class universities in national systems; and - looks at institutional experiences and lessons in building world-class universities. This book not only represents a contribution to the ongoing discussion on the topic of building world-class universities, but can be seen a continuation of the previous two volumes on this topic - “World-Class Universities and Ranking: Aiming beyond Status” and “The World-Class University as Part of a New Higher Education Paradigm: From Institutional Qualities to Systemic Excellence”. The pursuit to construct “world-class” universities is an ongoing global obsession across the world, which lays emphasis on the development of competitive higher education and research systems as core national economic approach. The portrayal “world-class” is more contextual rather than absolute, the expression “world-class university” has an irrefutable cachet. There is no solo, clear-cut definition of what organises a world-class university (WCU), but there are few common attributes that majority of the experts point towards. The three attributes stated by Philip Altbach and Jamil Salmi that focus on a high concentration of talent, abundant resources and favourable governance have been widely discussed in writings and practice. Both in developing and developed countries, policymakers and higher education leaders are attempting to identify and outline their desires and plans aimed at achieving global ranking for their university/universities. Despite condemnation of the methodology, the choice of indicators and weightings, and the reliability and quality of data used for comparing performance, the obsession for constructing world-class universities has increased over the period of time. But how much do we really discern or comprehend regarding the ranking systems? What do the rankings really measure? Do rankings measure the quality and help in attaining the broad assignment of higher education? Does the competition as outcome of ranking raise standards? Is the ranking system an apposite instrument to frame higher education policies? This edited volume tries to look at the concept of world-class universities in milieu of different countries of the world and explore their experiences either in existing WCUs or constructing WCU or attempting to create WCU. This book adopts a qualitative case study approach to provide the readers with a systematic delineation and interpretation of the implications of the university ranking phenomenon for Taiwan’s higher education system. It reviews the literature on different theories concerning the global transformation of higher education and presents basic information on higher education in Taiwan. The author develops a four-dimensional framework for the analysis of the ranking phenomenon in the island-state. First, the technological/ecological dimension aims to look into how the rankings have impacted Taiwan’s higher education based on empirical findings from five Taiwanese public universities. Next, the technological/geographical dimension examines how Taiwan can use rankings to promote its interests in global higher education. The two conceptual dimensions focus on the relationship between the rankings and power in higher education. They show how the phenomenon can be read and explained through theoretical lenses from ecological and geographical perspectives. From an ecological perspective, the empirical evidence suggests that the influence of rankings varies throughout the academic hierarchy in Taiwan. The theoretical analysis then illustrates the relationship between the ranking phenomenon and the power structure in academic hierarchy. Geographically, while the empirical analysis is based on data from Taiwan, the theoretical analysis offers essential insights that help readers to understand the changing global landscape of higher education and its implications in East Asia.
