Pathways from the Periphery is an innovative interpretation of the development of the newly industrializing countries (NICs) which now dominate Third World industry and manufacturing trade. While such countries as Brazil and Mexico have achieved industrialization through strategies intended to foster self-reliance, the East Asian NICs--South Korea, Taiwan, Hong Kong, and Singapore--have grown rapidly through an aggressive policy promoting the export of manufactured goods. Stephan Haggard provides the first comprehensive comparison of the politics of industrialization in these East Asian and Latin American countries and offers new evidence on current issues in comparative political economy, including the implications of different growth paths for dependency, equity, and democracy. Recognizing the influence on development strategies of external shocks--such as depression, war, and reduced access to foreign capital--Haggard emphasizes the importance of domestic political institutions for economic decision-making. The East Asian NICs are characterized by close but regulated business-government alliances, weak labor movements, and politically insulated and administratively capable states: factors, Haggard shows, that have facilitated flexible and coherent industrial policies. He argues that "domestic" policy choices can shape the external constraints states face. The author considers in detail why Latin America's long-standing efforts to achieve self-reliance have ironically resulted in a dependence on international capital greater than that of the East Asian countries. Addressing a long-standing debate on the relationship between industrialization strategy and regime type, Haggard carefully assesses the connection between growth and democratic politics. Despite their authoritarian growth models the Asian NICs have, he observes, achieved greater equity than their Latin American counterparts. Although the "success" of export-led growth has in the past been associated with authoritarian rule, Haggard argues that no compelling theoretical reasons preclude democratic governments from achieving strong economic performance. Breaking new ground in theoretical inquiry and empirical research, Pathways from the Periphery will be welcomed by political economists, scholars and students of comparative politics, historians of Asian and Latin American public policy, and others concerned with the challenge of economic development.

Violent conflicts today are complex and increasinglyprotracted, involving more nonstate groups and regionaland international actors. It is estimated that by 2030—thehorizon set by the international community for achievingthe Sustainable Development Goals—more than half ofthe world’s poor will be living in countries affected byhigh levels of violence. Information and communicationtechnology, population movements, and climate changeare also creating shared risks that must be managed atboth national and international levels.Pathways for Peace is a joint United Nations–WorldBank Group study that originates from the convictionthat the international community’s attention musturgently be refocused on prevention. A scaled-upsystem for preventive action would save betweenUS$5 billion and US$70 billion per year, which couldbe reinvested in reducing poverty and improving thewell-being of populations.The study aims to improve the way in which domesticdevelopment processes interact with security, diplomacy,mediation, and other efforts to prevent conflictsfrom becoming violent. It stresses the importance ofgrievances related to exclusion—from access to power,natural resources, security and justice, for example—thatare at the root of many violent conflicts today.Based on a review of cases in which prevention hasbeen successful, the study makes recommendations forcountries facing emerging risks of violent conflict aswell as for the international community. Developmentpolicies and programs must be a core part of preventiveefforts; when risks are high or building up, inclusivesolutions through dialogue, adapted macroeconomicpolicies, institutional reform, and redistributive policiesare required. Inclusion is key, and preventive actionneeds to adopt a more people-centered approach thatincludes mainstreaming citizen engagement. Enhancingthe participation of women and youth in decisionmaking is fundamental to sustaining peace, as well aslong-term policies to address the aspirations of womenand young people.

Studies of simple and emerging systems have been undertaken to un derstand the processes by which a developing system unfolds, and to understand more completely the basis of the complexity of the fully formed structures. The nervous system has long been particularly in triguing for such studies, because of the early recognition of a multitude of distinctly differentiated states exhibited by nerve cells with different morphologies. Anatomical studies suggest that one liver cell may be very like another, but indicate that neurons come in a remarkable di versity of forms. This diversity at the anatomical level has parallels at the physiological and biochemical levels. It is becoming increasingly easy to characterize the different cellular phenotypes of neurons. The repeatability with which these phenotypes are expressed may account in part for the specificity and reliability with which neurons form con nections, and it has allowed precise description of the first appearance and further development of the differentiated characteristics of individ ual neurons from relatively undifferentiated precursor cells. This rep resents a major advance over our knowledge of development at the level of tissues, and makes it feasible to define and address questions about the underlying molecular mechanisms involved. Central to these advances has been the clear recognition that there is no single best preparation for the study of neuronal development. Furthermore, it has become evident that no single technique can tell us all we want to know.

The introduction of the operating microscope as a surgical tool revolutionized the treatment of peripheral nerve lesions. A new era thus began in the early 1960s, which led to a substantial improvement in the management of nerve lesions. The results of nerve grafting techniques have demonstrated that, independent of the length of the defect, lesions can be successfully bridged. The free tissue transplants with microvascular anastomosis have also opened new, rewarding possibilities for peripheral nerve reconstruction procedures, facilitating the achievement not only of satisfactory anatomical but also of satisfactory fUhctional results. In order to evaluate the state of the art and reflect retrospectively on 25 years of microneurosurgical treatment of peripheral nerves, numerous outstanding scientists and clinicosurgical physicians were invited to Hanover in order to exchange their viewpoints and experiences. An active und fruitful discussion resulted which dealt with the many aspects of anatomy, pathology, clinical and neuro physiology, diagnosis, and with the surgery and physiotherapy which constitute modern-day peripheral nerve lesion treatment. The excit ing ongoing experimental and clinical activities have led us to support the wish and idea to publish the scientific exchange which took place during the Hanover symposium. I truly believe that the articles presented in this book cover so many interesting subjects concerned with peripheral nerve lesions that the book will serve the interested and dedicated physician involved with such cases as a reference work for the basics and also provide him with the therapeutic guidelines to assist him in his daily work.
