Pathways from the Periphery is an innovative interpretation of the development of the newly industrializing countries (NICs) which now dominate Third World industry and manufacturing trade. While such countries as Brazil and Mexico have achieved industrialization through strategies intended to foster self-reliance, the East Asian NICs--South Korea, Taiwan, Hong Kong, and Singapore--have grown rapidly through an aggressive policy promoting the export of manufactured goods. Stephan Haggard provides the first comprehensive comparison of the politics of industrialization in these East Asian and Latin American countries and offers new evidence on current issues in comparative political economy, including the implications of different growth paths for dependency, equity, and democracy. Recognizing the influence on development strategies of external shocks--such as depression, war, and reduced access to foreign capital--Haggard emphasizes the importance of domestic political institutions for economic decision-making. The East Asian NICs are characterized by close but regulated business-government alliances, weak labor movements, and politically insulated and administratively capable states: factors, Haggard shows, that have facilitated flexible and coherent industrial policies. He argues that "domestic" policy choices can shape the external constraints states face. The author considers in detail why Latin America's long-standing efforts to achieve self-reliance have ironically resulted in a dependence on international capital greater than that of the East Asian countries. Addressing a long-standing debate on the relationship between industrialization strategy and regime type, Haggard carefully assesses the connection between growth and democratic politics. Despite their authoritarian growth models the Asian NICs have, he observes, achieved greater equity than their Latin American counterparts. Although the "success" of export-led growth has in the past been associated with authoritarian rule, Haggard argues that no compelling theoretical reasons preclude democratic governments from achieving strong economic performance. Breaking new ground in theoretical inquiry and empirical research, Pathways from the Periphery will be welcomed by political economists, scholars and students of comparative politics, historians of Asian and Latin American public policy, and others concerned with the challenge of economic development.

Challenging prevailing theories of development and labor, Gay Seidman's controversial study explores how highly politicized labor movements could arise simultaneously in Brazil and South Africa, two starkly different societies. Beginning with the 1960s, Seidman shows how both authoritarian states promoted specific rapid-industrialization strategies, in the process reshaping the working class and altering relationships between business and the state. When economic growth slowed in the 1970s, workers in these countries challenged social and political repression; by the mid-1980s, they had become major voices in the transition from authoritarian rule. Based in factories and working-class communities, these movements enjoyed broad support as they fought for improved social services, land reform, expanding electoral participation, and racial integration. In Brazil, Seidman takes us from the shopfloor, where disenfranchized workers organized for better wages and working conditions, to the strikes and protests that spread to local communities. Similar demands for radical change emerged in South Africa, where community groups in black townships joined organized labor in a challenge to minority rule that linked class consciousness to racial oppression. Seidman details the complex dynamics of these militant movements and develops a broad analysis of how newly industrializing countries shape the opportunities for labor to express demands. It is appropriate at the outset of this book to pose a question that was often asked --of the organizers before the meeting took place and later among those who participated in the meeting -- "What is meant by 'Systems Approaches' in the study of developmental neurobiology?" The answer, as we originally conceived it, can be succinctly summarized by the word "interactions". That brief epithet was expanded during the general discussion portion of the meeting, where the following definition was offered: "Systems approaches in developmental neurobiology are unified by attention to the emergent properties of the developing system under investigation and by a focus on the aspects of development of the nervous system that depend on interactions among its various elements, be they molecular, intracellular or multicellular. " As opposed to ignoring complexity or trying to wish it away, those of us who utilize a systems approach embrace the principle that complexity is what makes the nervous system special. We have come to recognize that wherever we look, we find interactions which are to be probed and eventually. understood. Even the so-called "simple systems", a term that has been used to describe many invertebrate preparations, are embraced under the above definition, since with further study it is becoming increasing clear that such systems are not as simple as once thought. We also include molecular genetics under the systems rubric. After all, genes regulate other genes which regulate others, and so it goes.
