This book builds on case studies in depopulating and shrinking areas in Northern Europe. While most contemporary literature on shrinkage focuses on these issues from a planning standpoint, this book uniquely applies a policy perspective when approaching the material. The book assesses the potential of demographic adaptation policies to manage depopulation, that is, policy programs aiming at managing depopulation through adaptation, rather than through growth policies intended to foster population growth. In 6 chapters, the book acts as an up-to-date resource on demographic adaptation for master and Ph.D. students, researchers, and practitioners working in local and regional development, governance, and planning. Chapter 1 gives an overview of recent demographic trends in Northern Europe and introduces the theoretical differences between growth policy and adaptation policy. Chapter 2 accounts for the policy concept and introduces a framework for how local adaptation policies could be systematically analysed. Chapter 3 suggests that the Nordic welfare states exhibit two characteristics that prove to be relevant when discussing the consequences and policy implications of demographic decline, i.e. an extremely sparse population structure and an ambitious welfare assignment that in many respects has been devolved to the local level of government. Chapter 4 suggests that whether shrinkage constitutes a problem or not depends upon the interpretations of those in power, but also upon political, economic and geographic conditions Chapter 5 seeks to understand why local level policymakers avoid developing strategies for how to handle long-term population decline. Chapter 6 summarizes the points of the previous chapters, and concludes that local governments in shrinking areas ought to develop local adaptation policies. These policies, however, also need to be subjected to critical analysis, and the chapter introduces a model for how local adaptation policy priorities could be assessed in a more structured manner.

By most accounts, Europe has been mired in a “demographic crisis” since about 1970. By a demographic crisis is meant that Europe’s dependency ratio is increasing, and the net result has been declining populations and fewer workers to sustain society. However, there are certain issues that need attention. Two topics seem to capture some of these issues: The implications of the possible crisis, and the crisis’ assessment. The present volume is organized around both topics (implications and assessment). There are at least three contributions being made by the proposed volume. To begin with, while there are other issues related to the demographic crisis in Europe the present volume should motivate additional research. Secondly, the research in the proposed volume does not necessarily assume that there is a demographic crisis in Europe nor that it is consistent across national lines. Thus, each chapter, in essence, examines a different issue associated with the proposal that there is a crisis. Finally, the present volume makes several methodological contributions. For example, the chapter by David Swanson uses non-Bayesian modeling in studying infant mortality. Richard Verdugo examines the dependency ratio and selected factors on economic growth in selected European nations, Kposowa and Ezzat conduct an assessment, Martins examines variation in the path toward a crisis, Johnson examines humanitarian migration and the crisis, Edmonston examines the association between geopolitics and the crisis.

The magnitude and urgency of the need to adapt to climate change is such that addressing it has been taken up by the United Nations as one of the sustainable development goals - Goal 13 (SDG13) in 2015. SDG13 emphasises the need to strengthen resilience and adaptive capacity to climate related hazards and natural disasters. Coping with urban floods is one of the major needs of climate adaptation, where integration of climate change responses into flood risk management policies, strategies and planning at international, national, regional and local levels is now the norm. However, much of this integration lacks effectiveness or real commitment from stakeholders involved in adaptation planning and implementation. Hence this research has focused on integrating flexibility based adaptation responses into an urban flood risk management context. The research has synthesised flexible adaptation practices from several disciplines including information technology, automobile and aerospace manufacturing. The outcomes of the research are brought together in a framework for structuring local adaptation responses and an adaptation planning process based on flexibility concepts. The outcomes provide a way to assist with the identification of the appropriate nature and type of flexibility required; where flexibility can best be incorporated; and when is the most appropriate time to implement the flexible adaptation responses in the context of urban flooding.
