The proceedings of the Interamerican Seminar on Conservation and Restoration of Cultural Heritage and the Technical Meeting on Rescue Archaeology are presented in Spanish, French, English and Portuguese. The idea of heritage as a “capital of irreplaceable cultural, social and economic value” was already present in the European Charter of the Architectural Heritage, adopted by the Council of Europe in 1975 (par.3). Today, this discourse is getting increasing attention on the research agenda. Some argue that, although heritage is always valued highly, the current interest in the impact of heritage is caused by the democratisation of heritage and the increased importance of heritage in today’s society. Others argue that a universal scarcity of funds for heritage management and conservation is the reason to give it its proper attention. Therefore, the Raymond Lemaire International Centre for Conservation (University of Leuven) considered “Heritage Counts” a relevant and timely topic for its yearly international conference, the “thematic week”. This edition twins with the “Cultural Heritage Counts for Europe” project, funded by the EU Culture Programme. The opening day of the conference was co-organised by the lead partner of this project, EUROPA NOSTRA, and brought together European policymakers and international researchers involved in cultural heritage. This volume specifically reports on the lectures and fruitful debates on heritage impact during the 2015 thematic week. It was observed that evolutions in discourse and policy hold a significant prospect, which also entail an increasing demand for shared insights and formation. In response, this publication reflects on heritage impact by providing research, case studies and reflections that can serve as baseline records, guidance - and hopefully inspiration. The findings are subdivided in three main chapters: “Framing the paradigm”, “Impact assessments: research, methods and practice” and “Linking management, conservation and sustainable development”.

The book focuses also on the illicit appropriation of art in time of war, an specifically during the Nazi hegemony on Europe and the looted of Jewish families and collectors.The awakening of countries with ancient civilizations regarding the importance of collective memory and cultural heritage, coming in step with their emergence on the international scene (China, India, Iran, Egypt, Turkey, Korea...) prompts them to exercise increasing pressure on and continuously issue claims to museums, art dealers and collectors which can no longer be ignored or treated with condescension. This trend is irreversible, flying in the face of the illusory concept of universal cultural heritage propounded by the curator of the British Museum.The restitution of works of art that are listed as unique within the cultural heritage of the mobilized countries (Mexico, Peru, China, Bolivia, Cyprus, Guatemala, Korea, Egypt...) must be considered. It is a part of a Nation's history which is being stolen. But dealing with weathy dealers and traders, with prestigious museums,and galleries, with unscrupulous collectors and powerful auction's houses is not an easy task, especially facing a growing speculative and crime-ridden art market.

TechnoHeritage 2017, the 3rd International Congress Science and Technology for the Conservation of Cultural Heritage, was held May 20-23, 2017, in Cádiz, Spain, under the umbrella of the TechnoHeritage network. TechnoHeritage is an initiative funded by the Spanish Ministry of Economy and Competitivity dedicated to the creation of a network which integrates CSIC and university groups, private companies and end users such as foundations, museums or institutions. The network's purpose is to foster the creation of transdisciplinary (and not only multidisciplinary) initiatives focused on the study of all assets, movable or immovable, that make up Cultural Heritage. Technoheritage 2017 represented an interdisciplinary and international forum for discussions on all aspects of cultural heritage and included special sessions on H2020 opportunities for Cultural Heritage topics and a specific session on Underwater Cultural Heritage. Other new emerging topics in Cultural Heritage covered included nanotechnology, underwater conservation and innovative monitoring techniques. From 2nd to 5th October 2012 an International Congress on Science and Technology for the conservation of Cultural Heritage was held in Santiago de Compostela, Spain, organized by the Universidade of Santiago de Compostela on behalf of TechnoHeritage Network. The congress was attended by some 160 participants from 10 countries, which presented a total of 145 contributions among plenary lectures, oral, and poster communications. The congress was dedicated to eight topics, namely (1) Environmental assessment and monitoring (pollution, climate change, natural events, etc.) of Cultural Heritage; (2) Agents and mechanisms of deterioration of Cultural Heritage (physical, chemical, biological), including deterioration of modern materials used in Contemporary Art and information storage; (3) Development of new instruments, non invasive technologies and innovative solutions for analysis, protection and conservation of Cultural Heritage; (4) New products and materials for conservation and maintenance of Cultural Heritage; (5) Preservation of industrial and rural heritage from the 19th and 20th centuries; (6) Security technologies, Remote sensing and Geographical Information Systems for protection and management of Cultural Heritage; (7) Significance and social value of Cultural Heritage; and (8) Policies for conservation of Cultural Heritage. This volume publishes a total of ninety-three contributions which reflect some of the most recent responses to the challenge of cultural assets conservation.
