Is Euroscepticism still suited to analyze the variegated nature of opposition to the EU? Starting from this question, this book critically reviews Euroscepticism, reconceptualizes it in terms of political opposition and discovers, disentangles and explains patterns of EU-opposition within the European Parliament (EP). Distinguishing between “what the EU does” and “what the EU is”, the research elaborates an index of parties’ positioning “measuring” it through the speeches that parties’ deliver in the EP. The EP is the “perfect laboratory” where decisions concerning EU-policies are taken and the future EU-trajectories are shaped. Besides delineating a set of guidelines categorizing parties, the book concludes that their positioning varies along two main axes: the pro-anti-EU-system and the pro-anti-EU-establishment. From a normative perspective, the research argues for the growing importance of the “cumulation hypothesis”: if criticism remains unheard within the European elitist construct, such criticism will transform itself into rejection.

Previously published as a special issue of the Journal of Legislative Studies, this volume offers a broad comparative assessment of the many faces of parliamentary opposition in different political, legal and cultural settings. Issues of political opposition, and of parliamentary opposition in particular, are at the very heart of the study of democratic processes in different parts of the world. Written by leading scholars in the field, this book looks both at the core features of the parliamentary opposition itself and its role in the legislative and wider political process. This includes an inquiry into the manifold challenges that the parliamentary opposition in many countries has come to face in the more recent past, in particular the rise of different non-parliamentary opposition actors. The countries covered in this volume include the old democracies of the Anglo-Saxon world, continental Europe and Japan, and the new democracies and democratizing regimes in Central and Eastern Europe, Latin America and South Africa. Another chapter looks at the manifestations of parliamentary opposition within the multi-level system of the European Union

This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

This book provides an original argument that rejects the idea of national MPs having but one ‘standard’ mode of representation. It acknowledges the national electoral connection, but considers representation beyond national borders. The author empirically investigates such patterns of representation in MPs’ parliamentary speech-making behavior and their attitudes in Austria, Germany, Ireland and the UK. The book analyzes representative claims in parliamentary debates on the Constitutional Treaty, the Lisbon Treaty and the Eurozone crisis, and relies on qualitative interviews with members of the European affairs and budget committees. It finds a Eurosceptic Europeanization in that national MPs from the Eurosceptic left particularly represent other EU citizens.

This book analyses the politicization of immigration and the European Union in Italy, the UK, and the European Parliament (EP) from 2015 to 2020. The book uses the case studies of Italy, the UK, and the EP to study party positioning specifically towards immigration and the European Union, to understand to what extent mainstream-left, mainstream-right and populist parties adopt different framing strategies to compete on the new cultural dimension created by globalization. The book draws on saliency theory, issue ownership theory, and yield theory to investigate the multidimensional nature of political competition, and the relevance of institutional settings in determining party framing strategies. Bridging two fields that typically do not interact—party politics and migration studies—this book fills gaps in the academic literature and as such will be appropriate for students and researchers interested in party politics, European politics, immigration politics, populism, and text analysis.

This edited collection explores the role of Euroscepticism in the European Parliament (EP) elections of 2014 both in particular EU Member States and across broader regions. It shows how the “second rate” features of elections with no clear agenda-setting role facilitated the astonishing success of Eurosceptic parties while the traditionally “second order” nature of purely legislative elections amplified this outcome, giving it a quite different character than the outcome of any previous EP elections, with potential in turn to affect outcomes of later national elections as well. The chapters draw on a number of different methodological approaches and focus on different perspectives regarding how Euroscepticism played a role in the election context, investigating public opinion, party strategies and media coverage; and assessing how these elections created links to national party politics with likely consequences for electoral success of Eurosceptic parties in future national elections and referendums. This book will be of particular interest to students and scholars in the fields of European politics, voting behavior Euroscepticism.

The Right-Wing Critique of Europe analyses the opposition to the European Union from a variety of right-wing organisations in Western, Central and Eastern Europe. In recent years, opposition to the processes of globalisation and the programme of closer European integration, understood as a threat to the sovereignty of individual member states, has led to an intensification of Eurosceptic sentiments on the Old Continent. The results of the European parliamentary elections in 2014 and 2019, the Brexit referendum and electoral results in different European countries are all testament to the considerable growth of radical populist-nationalist and conservative-sovereignist movements and parties. The common idea that binds these groups, both in Western Europe and in Central and Eastern Europe, is a hostile attitude towards the idea of (an ever-more integrated) united Europe. These parties reject not only the project of building a European federation, but also the current model of the European Union and the values underlying its attitudes. They are united by their criticism of EU policies, in particular those concerning security, emigration, multiculturalism, gender equality and the rights of minorities, as well as economic liberalism and the common currency. However, this criticism manifests itself with varying degrees of intensity, and not all parties fit the classic definition of Euroscepticism but instead represent its mild form, Eurorealism. The authors bring together reflections on the organic and complex critique of the European Union, its policies and cultural and ideological character. The book provides a comparative analysis of this criticism at the transnational level. This book will be of interest to researchers of European politics, the radical right and Euroscepticism.
