Do American presidents consider public opinion when making foreign policy decisions? In a democracy, it is generally assumed that citizen preferences inform public policy. For a variety of reasons, however, foreign policy has always posed a difficult challenge for democratic governance. In Paying Attention to Foreign Affairs, Thomas Knecht offers new insights into the relationship between public opinion and U.S. foreign policy. He does so by shifting our focus away from the opinions that Americans hold and toward the issues that grab the public’s attention. Policy making under the glare of public scrutiny differs from policy making when no one is looking. As public interest in foreign policy increases, the political stakes also rise. A highly attentive public can then force presidents to choose foreign policies that are less politically risky but usually less effective. This book focuses on foreign policy decision-making from the viewpoint of psychology. Psychology is always present in human decision-making, constituted by its structural determinants but also playing its own agency-level constitutive and causal roles, and therefore it should be taken into account in any analysis of foreign policy decisions. The book analyses a wide variety of prominent psychological approaches, such as bounded rationality, prospect theory, belief systems, cognitive biases, emotions, personality theories and trust to the study of foreign policy, identifying their achievements and added value as well as their limitations from a comparative perspective. Understanding how leaders in world politics act requires us to consider recent advances in neuroscience, psychology and behavioral economics. As a whole, the book aims at better integrating various psychological theories into the study of international relations and foreign policy analysis, as partial explanations themselves but also as facets of more comprehensive theories. It also discusses practical lessons that the psychological approaches offer since ignoring psychology can be costly: decision-makers need to be able reflect on their own decision-making process as well as the perspectives of the others. Paying attention to the psychological factors in international relations is necessary for better understanding the microfoundations upon which such agency is based.

In the context of rapid developments in Turkey and its broader geopolitical environment over the past decade, this book examines and conceptualises Turkey’s changing foreign policy towards a more assertive and revisionist paradigm. More specifically it details the rhetorical and practical-political content of what is termed ‘Lausanne Syndrome’; namely, Turkey’s efforts in recent years – under the AKP government – to revise the geopolitical status quo brought about by the Treaty of Lausanne (1923) in its broader neighbourhood. By employing a Neoclassical Realist theoretical framework and paying particular attention to ideational factors, the book argues that, contrary to the more widely known ‘Sèvres Syndrome’, which predicts a more cautious brand of Turkish foreign policy, the ‘Lausanne Syndrome’ is associated with a different political-ideological current and predicts a more revisionist type of foreign policy behaviour, even though it has emerged out of the same historical circumstances and been triggered by the same external geopolitical factors. The impact of the ‘Lausanne Syndrome’ on Turkey’s foreign policy behaviour is subsequently tested in four case studies from the Eastern Mediterranean and the Middle East: Cyprus, Libya, Syria, and Iraq.

Well organized private-interest groups are capitalizing on Americans' ignorance of world politics to advance their own agendas. Supported by vast economic resources and powerful lobbyists, these groups thwart the constitutional checks and balances designed to protect the U.S. political system, effectively bullying or buying our national leaders. Lawrence Davidson traces the history, evolution, and growing influence of these private organizations from the nation's founding to the present, and he illuminates their profoundly disturbing impact on the direction of U.S. foreign policy. Foreign Policy, Inc.: Privatizing America's National Interest demonstrates how economic interest groups once drove America's westward expansion and designed the nation's overseas imperial policies. Using the contemporary Cuba and Israel lobbies as examples, Davidson then describes the emergence of political lobbies in the twentieth century and shows how diverse groups with competing ethnic and religious agendas began to organize and shape American priorities abroad. Despite the troubling influence of these specialized lobbies, many Americans remain indifferent to the hijacking of American foreign policy. Americans' focus on local events and their lack of interest in international affairs renders them susceptible to media manipulation and prevents them from holding elected officials accountable for their ties to lobbies.
