The author-a top decision maker at the IMF for two decades-first focuses on the system of quotas and voting power in the IMF and concludes that it calls for reforms to enhance equity among the membership. He then examines decision making in the Executive Board, with an emphasis on consensus building in a cooperative institution, and the record of political oversight of the international monetary system through the Interim Committee and its successor, the International Monetary and Financial Committee. In that context, the author also comments on the impact on IMF decision making of the activities of groups of members, and of the differing interests of major shareholders. Thereafter, he recalls the distinctive features of the financial crises of the 1990s and examines their evolving implications for IMF governance. The essay concludes with an appraisal of IMF governance.

Africa's Middle-Class Motor finds growing evidence that a recent resurgence in the continent's economic well-being has staying power. In his overview article, Harvard professor Calestous Juma says the emphasis for too long has been on eradicating poverty through aid rather than promoting prosperity through improved infrastructure, education, entrepreneurship, and trade. That is now changing: there is a growing emphasis on policies that produce a middle class. The new African middle class may not have the buying power of a Western middle class but it demands enough goods and services to support stronger economic growth, which, as IMF African Department head Antoinette Sayeh points out, in turn helps the poorest members of society. Oxford University economist Paul Collier discusses a crucial component of Africa's needed infrastructure: railways. It is a continent eminently suited to rail, development of which has been held back more by political than economic reasons. But even as sub-Saharan African thrives, its largest and most important economy, South Africa, has had an anemic performance in recent years. We also profile Ngozi Okonjo-Iweala, Nigeria's colorful economic czar. "Picture This" mines current trends to predict what Africa will look like a half century from now and "Data Spotlight" looks at increased regional trade in Africa. Elsewhere, Cornell Professor Eswar Prasad, examines a global role reversal in which emerging, not advanced, economies are displaying resilience in the face of the global economic crisis. The University of Queensland's John Quiggin, who wrote Zombie Economics, examines whether it makes sense in many cases to sell public enterprises. Economists Raghuram Rajan of the University of Chicago and Rodney Ramcharan of the U.S. Federal Reserve find clues to current asset booms and busts in the behavior of U.S. farmland prices a century ago.

The Oil Curse written by Michael L. Ross and has been published by Princeton University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-09-08 with Political Science categories.

Countries that are rich in petroleum have less democracy, less economic stability, and more frequent civil wars than countries without oil. What explains this oil curse? And can it be fixed? In this groundbreaking analysis, Michael L. Ross looks at how developing nations are shaped by their mineral wealth--and how they can turn oil from a curse into a blessing. Ross traces the oil curse to the upheaval of the 1970s, when oil prices soared and governments across the developing world seized control of their countries' oil industries. Before nationalization, the oil-rich countries looked much like the rest of the world; today, they are 50 percent more likely to be ruled by autocrats--and twice as likely to descend into civil war--than countries without oil. The Oil Curse shows why oil wealth typically creates less economic growth than it should; why it produces jobs for men but not women; and why it creates more problems in poor states than in rich ones. It also warns that the global thirst for petroleum is causing companies to drill in increasingly poor nations, which could further spread the oil curse. This landmark book explains why good geology often leads to bad governance, and how this can be changed.

Beijing presents a clear and gathering threat to Washington—but not for the reasons you think. China's challenge to the West stems from its transformative brand of capitalism and an entirely different conception of the international community. Taking us on a whirlwind tour of China in the world—from dictators in Africa to oligarchs in Southeast Asia to South American strongmen—Halper demonstrates that China's illiberal vision is rapidly replacing that of the so-called Washington Consensus. Instead of promoting democracy through economic aid, as does the West, China offers no-strings-attached gifts and loans, a policy designed to build a new Beijing Consensus. The autonomy China offers, together with the appeal of its illiberal capitalism, have become the dual engines for the diffusion of power away from the West. The Beijing Consensus is the one book to read to understand this new Great Game in all its complexity.

Urban Sprawl In Western Europe And The United States written by Chang-Hee Christine Bae and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-03-02 with Political Science categories.

Urban sprawl is one of the key planning issues today. This book compares Western Europe and the USA, focusing on anti-sprawl policies. The USA is known for its settlement patterns that emphasize low-density suburban development and extreme automobile dependence, whereas European countries emphasize higher densities, pro-transit policies and more compact urban growth. Yet, on closer inspection, the differences are not as wide as first appears. A key feature of the book is the attention given to France; its experience is little known in the English-speaking world. The book concludes that both continents can offer each other useful insights and perhaps policy guidance.
