This monograph is a study of the interaction of politics and political theory in The Netherlands and Asia in the early seventeenth century. Its focal point is the Dutch jurist Hugo Grotius (1583-1645), who developed his rights and contract theories for the benefit of the United Dutch East India Company or VOC. The monograph reconstructs the immediate historical context of his political thought, as conceptualized in his early manuscript De Jure Praedae/On the Law of Prize and Booty and Mare Liberum/The Free Sea (1609). It argues that Grotius’ justification of Dutch interloping in the colonial empires of Spain and Portugal made possible the VOC’s rise to power in the Malay Archipelago, which resulted in the slow, but steady, loss of self-determination on the part of the inhabitants of the Spice Islands.

Based on case studies of five Third World countries - Sri Lanka, the Philippines, China, Indonesia, and Suriname - Gillies explores the extent to which policy principles were applied in practice, showing that consistent, coordinated, and principled action is elusive even for countries with a reputation for internationalism. He highlights the growing rift between North Atlantic democracies and emerging Asian economic powers, the effectiveness of using aid sanctions to defend human rights, and the vicissitudes of human rights programming in emerging democracies. On a theoretical level, Gillies examines the explanatory power of political realism and the scope for ethical conduct in a world of states. Linking policy assertiveness with perceived costs to other national interests, he constructs a framework for analysing policy actions and applies it to his various case studies, concluding that when it comes to human rights the gap between principle and practice is still far too wide.

This book has as its subject matter the academic education of officers and builds on the signing of the Bologna Declaration in 1999 by twenty-nine European ministers for Education and Science, who thereby agreed to coordinate higher education across Europe, by, for instance, the implementation of the Bachelor's and Master's system. In the meantime, military academies have also introduced the BaMa system into their programs for officers’ education, which marks a transition from the old days, when officers’ education took place within a national military system, under military command, and was firmly grounded in principles, traditions and needs, as professed by the Ministries of Defence and the armed forces in particular. So the Bologna Declaration can be seen as crucial leverage for the development of in-house academic degree programs as a fundamental part of officers’ education. With this volume, the editors of NL ARMS 2019 strive to offer a platform to both academics and military and civilian practitioners, as well as to combinations of these, to reflect and share their thoughts on officers’ education `before and after' Bologna, both in The Netherlands and abroad. To this end, controversies and challenges, affecting various aspects and systems of officers’ education, have been grouped into five themes. Respectively, the first four themes comprise institutional settings and change; educational philosophy; educational challenges and reflective practices; and didactical solutions. The fifth theme, international perspectives, provides insights into the strategic environments and challenges faced by sister-academies, as well as ways to further officers' education across Europe, such as offered by Erasmus programs. There is relatively little information on The Netherlands written in the English language which is easily accessible to social science students and even less which is systematically assembled between the covers of a single book. This is unfortunate not only because The Netherlands is an important part of Western Europe but because the experience of The Netherlands in the way in which it has attempted to resolve the economic and political problems confronting it may help to shed valuable light on similar issues facing other European countries. The contributions for this volume were chosen with these considerations in mind. On the one hand the selection of topics was intended to provide an overall impression of the political and economic development of The Netherlands since the Second World War. Thus separate chapters are devoted to an examination of economic develop ment; counter-inflation, energy, regional and planning policies; pressure groups, electoral performance, cabinet formation and colonial and Euro pean policies. On the other hand, these areas for investigation were chosen to invite specific contrast with the experience of other European nations or to illustrate certain problems of political or economic theory. It is my pleasure to thank, first of all, the contributors themselves for the conscientious way in which they prepared their drafts which made my task as editor so much easier. Secondly, it will be apparent to even the most casual observer that I have contributed two chapters.
