As we enter a new century, world affairs have been transformed. The leading countries confront no compelling or immediate major threats of a military sort; they all see the world in essentially the same way; there has been an enormous expansion of international trade and economic interconnections; and rapid technological expansion has facilitated international interconnections that substantially skirt standard political arrangements. This makes possible a reallocation of national effort from security to material concerns and a reasonable prospect for an unparalleled era of prosperity and peace. But less benign forces also persist. Ethnic conflict continues to plague the world, and a new challenge to the international order could be launched by an emergent or resurgent state. Moreover, the positive prospects of the global economy are not yet available for all nations. In result, politics - political choice - remains important. In this book, a group of political scientists, economists, and historians assess these important developments. They agree that important historical changes are occurring in international politics, but they differ in their perspectives and proffer different speculations about the new era and about the consequences of the emerging relationship between politics and economics. They also vary in the degree to which they are optimistic or pessimistic about the way things appear to be going.

How nations can promote peace, prosperity, and stability through cohesive political institutions "Little else is required to carry a state to the highest degree of opulence from the lowest barbarism, but peace, easy taxes, and a tolerable administration of justice; all the rest being brought about by the natural course of things." So wrote Adam Smith a quarter of a millennium ago. Using the tools of modern political economics and combining economic theory with a bird's-eye view of the data, this book reinterprets Smith's pillars of prosperity to explain the existence of development clusters—places that tend to combine effective state institutions, the absence of political violence, and high per-capita incomes. To achieve peace, the authors stress the avoidance of repressive government and civil conflict. Easy taxes, they argue, refers not to low taxes, but a tax system with widespread compliance that collects taxes at a reasonable cost from a broad base, like income. And a tolerable administration of justice is about legal infrastructure that can support the enforcement of contracts and property rights in line with the rule of law. The authors show that countries tend to enjoy all three pillars of prosperity when they have evolved cohesive political institutions that promote common interests, guaranteeing the provision of public goods. In line with much historical research, international conflict has also been an important force behind effective states by fostering common interests. The absence of common interests and/or cohesive political institutions can explain the existence of very different development clusters in fragile states that are plagued by poverty, violence, and weak state capacity.

The term ‘Indo-Pacific’ is being used increasingly in the global strategic/geo-political discourse in recent years. The rise of China as an economic giant and a rising military power has led to the consequent shift of international politics and relations to Asia as the fulcrum. It has turned the whole region of Indo-Pacific as one security complex. Countries that are part of the region but also countries that are adjacent or outside the region, but also the countries adjoining the oceans look for a mechanism in accordance with a rule-based order. International law that would protect the rights of the nations to pursue global commons was emphasized. This timely volume presents a collection of articles by leading scholars on the subject from the region. It addresses the faultlines of both traditional and non-traditional security issues. Military modernization, especially of the naval forces of a number of powers, national ambitions of power projection, and plans to build ports in strategic locations are exacerbating insecurity and greater arms race. It also poses the question, whether the Indo-Pacific region will become a theatre of tension and instability, or a contributor to peace and prosperity for the larger populations that reside herein? The EU and ASEAN are often compared and seen as relatively successful regional organisations in their respective regions. Yet of late, both regional organisations are under intense scrutiny as they confront challenges posed by the financial crisis and rising geopolitical tensions. Their inability to respond effectively to these challenges has brought about a chorus of criticisms. Noting the current tensions face by both the EU and ASEAN in their respective regions, one could not help but wonder how and if they would be able to deal with the increasing complex security landscape because of a weakened US, and the rise of the rest. This article will compare and contrast the approaches taken by the EU and ASEAN thus far in trying to build peace and prosperity, and how they manage the demands of power politics to distill some lessons on what they can learn from each other in order to navigate an increasingly paradoxical world of economic interdependence but political fragmentation.
