With the end of the Cold War, the euphoria of the Gulf War of the 1990s and the avowal of a New World Order, peace-operations were declared as the recipe for a better world through international intervention in conflict arenas. However, the debacles and failures in Cambodia, Somalia, or the Balkans led to disillusionment and a sense of strategic helplessness among leaders, experts and scholars in the industrial democracies. While these arguments have been the focus of intense criticism and discussion, they nevertheless underscore the fact that since the end of the Cold War the armed forces of the industrial democracies have undergone very significant transformations. This is the first work linking the changes in armed forces to Peace Support Operations (PSOs), those operations with major state-building components that demand broad and coherent cooperation between military forces and civilian entities. The Transformation of the World of War and Peace Support Operations is timely as the recent debates over PSOs continue to take center stage. This edited volume explores stability, security, transition and reconstruction operations (SSTR), highlighting the challenges and opportunities they create for the US Navy. The book argues that SSTR operations are challenging because they create new missions and basing modes, and signal a return to traditional naval methods of operation. Mission accomplishment requires collaboration with a wide range of actors representing governmental, non-governmental and commercial organizations, which often creates politically and bureaucratically charged issues for those involved. However, although from a traditional warfighting perspective, stability operations might be viewed as having little to do with preparing for high-intensity conventional combat, these kinds of operations in fact correspond to traditional missions related to diplomacy, engagement, maritime domain awareness, piracy and smuggling, and intervention to quell civil disturbances. SSTR operations can be therefore depicted as a return to traditional naval operations, albeit operations that might not be universally welcomed in all quarters.

Defined as operations other than war, stability operations can include peacekeeping activities, population control, and counternarcotics efforts, and for the entire history of the United States military, they have been considered a dangerous distraction if not an outright drain on combat resources. Yet in 2005, the U.S. Department of Defense reversed its stance on these practices, a dramatic shift in the mission of the armed forces and their role in foreign and domestic affairs. With the elevation of stability operations, the job of the American armed forces is no longer just to win battles but to create a controlled, nonviolent space for political negotiations and accord. Yet rather than produce revolutionary outcomes, stability operations have resulted in a large-scale mission creep with harmful practical and strategic consequences. Jennifer Morrison Taw examines the military's sudden embrace of stability operations and its implications for American foreign policy and war. Through a detailed examination of deployments in Iraq and Afghanistan, changes in U.S. military doctrine, adaptations in force preparation, and the political dynamics behind this new stance, Taw connects the preference for stability operations to the far-reaching, overly ambitious American preoccupation with managing international stability.
