Abstract Police Reform in countries in transition is closely connected to peacekeeping and peacebuilding. The article discusses successes and failures, and the role of police, using Kosovo as an example. It is essential to know whether strategies, structures, and methods of military and police interventions are working, and we need to know whether the reform of administration, police and judiciary in the aftermath of an international intervention is sustainable. As peace and justice go together, the role of police reform in the context of the reform of the judiciary is discussed. There is an open clash between the mainstream international understanding of what a “just society” or a society, functioning under the “rule of law” is or should be on one side, and the local understanding of the members of a society, who survived different kinds of suppression and war over years or centuries, often by building up their own informal structures and their own rules of living together. Key words: Case study, Learning, Peace.

This book compares police reform operations in Kosovo and Afghanistan, addressing the internal machinery that makes peace operations work—or not. Recognizing that the chances for effective peacebuilding vary widely across contexts, this book investigates the impact of one of the few variables that peacebuilders do control: the management and design of peace operations. Building on field research and over one hundred expert interviews, International assistance to police reform: Managing Peacebuilding systematically compares such operations in two different contexts—Kosovo and Afghanistan—by focusing specifically on international assistance for local police reform since 1999. Four comprehensive case studies examine operations in Kosovo and Afghanistan before and after the European Union took over police reform responsibilities: in Kosovo from the Organization for Security and Co-operation in Europe (OSCE) and in Afghanistan from the German government. Speaking to scholars and practitioners in domestic and international organizations, the book drills in the complex relation between headquarter diplomats and field level conflict experts. Its findings combine to a set of recommendations for policy-makers to better align their operations to the contentious politics of conflict management and peacebuilding.

This book analyses the role of legitimacy in explaining local actors’ compliance with international peacebuilding operations. The book provides a comparative, micro-level study of local actors’ reasons for compliance with or resistance to international peacebuilding. Specifically, it analyses three pathways to compliance –legitimacy, coercion, and reward-seeking – to explore local police officers’ compliance with the reforms stipulated by the EU Police Mission in Bosnia and the EU Rule of Law Mission in Kosovo. The work constructs a holistic framework of the mechanisms connecting each pathway to compliance and measures legitimacy using micro-level indicators. This study not only shines light on the question why local actors comply, a crucial factor in mission effectiveness, but it also illuminates exactly how compliance works. The book contributes nuanced evidence about the often-heralded importance of legitimacy in peacebuilding, showing exactly in which situations local legitimacy matters and in which it does not. It is also highly relevant for policy-makers as it unpacks and explains the mechanisms behind local legitimacy, assisting in understanding this usually nebulous concept. This book demonstrates the need for micro-level analysis by revealing the relevant processes of legitimation usually hidden behind commonly perceived social fault lines, such as the Serb-Albanian divide in Kosovo. This book will be of much interest to students of peacebuilding, war and conflict studies, Balkans politics, security studies and International Relations.

Statebuilding And Police Reform written by Barry J. Ryan and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-03-31 with History categories.

This book explores how and why police reform became an international phenomenon in the era of statebuilding that followed the end of the Cold War. Police reform has become an indispensible element in the spread of liberal democracy. Policing is distinguished by its ability to combine reasonable and forcible methods to preserve and spread liberal values. The book examines the reason police reform was introduced as a method of building consensus in Latin America and the Balkans and documents the development of its use in Africa, the Middle East and the Caucasus region. It illustrates how police power binds the liberal value of freedom to the security needs of post-conflict regions and discusses its force as a strategy to bring law and order to a global security domain. Drawing on a multi-disciplinary approach to the subject, the book delves deeply into policing as a method to bring coherence to global security. It traces the presence of coherent police strategies in contemporary international relations through studies of the United Nations, the European Union and the Organization for Security and Cooperation in Europe. By contrasting police reform with security sector reform, the book explores how liberal peace is imagined by the international NGO sector, state aid agencies and international organizations. This book will be of much interest to students of statebuilding, post-conflict reconstruction, critical security studies, development studies and IR in general.

This edited volume examines the experiences and the roles of the police deployed on peacekeeping and intervention missions in Afghanistan, Bougainville, Cyprus, Haiti, Kosovo, Namibia, Solomon Islands, Timor Leste, and Ukraine. Despite the extensive literature that has examined the role of the military in peacekeeping and intervention operations, little literature or information that investigates the role and the work of the police or the methods that they use to assist in the reformation of local police is available. This book provides an overview of the history and role of the police in peacekeeping missions, and discusses the principle factors of police reform and development in post-conflict nations. It includes case studies assessing the background of the conflict and the police deployments, as well as their role, contributions, and achievements. Including two in-depth surveys of police officer experiences on peacekeeping missions, this volume will be of great value to policing researchers and law enforcement leadership, police historians, and students and researchers of post-conflict development.

Un Peace Operations And International Policing written by Charles T. Hunt and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-09-15 with Political Science categories.

This book addresses the important question of how the United Nations (UN) should monitor and evaluate the impact of police in its peace operations. UN peace operations are a vital component of international conflict management. Since the end of the Cold War one of the foremost developments has been the rise of UN policing (UNPOL). Instances of UNPOL action have increased dramatically in number and have evolved from passive observation to participation in frontline law enforcement activities. Attempts to ascertain the impact of UNPOL activities have proven inadequate. This book seeks to redress this lacuna by investigating the ways in which the effects of peace operations – and UNPOL in particular – are monitored and evaluated. Furthermore, it aims to develop a framework, tested through field research in Liberia, for Monitoring and Evaluation (M&E) that enables more effective impact assessment. By enhancing the relationship between field-level M&E and organisational learning this research aims to make an important contribution to the pursuit of more professional and effective UN peace operations. This book will be of much interest to students of peace operations, conflict management, policing, security studies and IR in general.

This book considers contemporary international interventions with a specific focus on analyzing the frameworks that have guided recent peacekeeping operations led by the United Nations. Drawing from the work of Michel Foucault and Foucauldian-inspired approaches in the field of International Relations, it highlights how interventions can be viewed through the lens of governmentality and its key attendant concepts. The book draws from these approaches in order to explore how international interventions are increasingly informed by governmental rationalities of security and policing. Two specific cases are examined: the UN's Security Sector Reform (SSR) approach and the UN's Protection of Civilians agenda. Focusing on the governmental rationalities that are at work in these two central frameworks that have come to guide contemporary UN-led peacekeeping efforts in recent years, the book considers: The use in IR of governmentality and its attendant notions of biopower and sovereign power The recent discussion regarding the concept and practice of international policing and police reform The rise of security as a rationality of government and the manner in which security and police rationalities interconnect and have increasingly come to inform peacekeeping efforts The Security Sector Reform (SSR) framework for peacebuilding and the rise of the UN's Protection of Civilians agenda. This book will be of interest to graduates and scholars of international relations, security studies, critical theory, and conflict and intervention.
