Peacekeeping is an American value based on the virtues that have made us a great nation and a world super power. Perhaps the only hegemon for the next 20 to 30 years. In order to determine a viable and strategic policy for the United States of America in regards to peacekeeping efforts as a superpower, this research paper employed a critical analysis methodology. This study investigates the issue of peacekeeping and makes recommendations concerning America's involvement and reasons for being fully engaged in efforts to bring peace to a troubled world. The research sought to determine the various reasons for making peacekeeping a central American foreign policy and why historically America has sought peace for itself and the world. Some reasons are: (1) American virtues; (2) America's historical interest in peace; (3) American role as only superpower; and (4) America's religious beliefs and their role in shaping our national interests. The key findings in this research project reveal the following. (1) America has always had an idealistic approach to its relationships with other countries in terms of America's central and key position in the world. (2) America has gone to war many times to restore and preserve freedom and bring peace to a troubled world. (3) America is now the only world superpower which brings certain obligations as well as rights. (4) America is a religious country with all of the values and virtues of a spiritual nation. These virtues and values lead our nation to want good for ourselves and for others.

For several years, Congress has expressed reservations about many complex and intertwined peacekeeping issues. In an attempt to resolve some of them, on May 3, 1994, President Clinton signed presidential Decision Directive (PDD) 25, defining the scope and conditions of future U.S. participation in multilateral peacekeeping efforts. (An unclassified summary was distributed; all references in this report are to that summary.) Still, concern continues. Thousands of U.S. military personnel currently serve in or support peacekeeping operations, performing tasks ranging from providing humanitarian relief to monitoring and enforcing cease-fires or other agreements designed to separate parties in conflict. Of these, 25 were serving in mid-1999 in four operations under U.N. control. The others are serving full-time in operations run unilaterally by the Department of Defense (DOD) or together with U.S. allies in support of these operations, particularly the NATO Stabilization Force (SFOR) in Bosnia and the NATO Kosovo Force (KFOR). About 37,000 more serve in or support peacekeeping operations in South Korea. These "peacekeeping" operations are undertaken to promote, maintain, enforce, or enhance the possibilities for peace, and can sometimes be dangerous. During the Cold War, the United Nations could resort to multilateral peace operations only in the rare circumstance in which the interests of the Soviet Union and the West did not conflict. By 1989, both the United States and the Soviet Union perceived that such operations could serve as cost-effective tools in preventing; containing, or solving conflicts that threatened international peace and stability. In many instances, they would benefit from having to bear only a share of the burden. However, since 1989, territorial disputes, armed ethnic conflicts, civil wars, and total collapse of governmental authority in failed states have presented ongoing challenges to the institutional, financial, and operational capabilities of the UN system. In 1993, President Clinton initiated a wide-ranging review of factors to be considered in supporting UN peacekeeping and peace enforcement resolutions, including circumstances under which American forces will be provided and the issue of command authority over these forces. The extended review was approved by the President early in May. PDD-25 establishes guidelines and criteria in addressing the full range of UN activities from preventive diplomacy through traditional peacekeeping, peace enforcement, and peacebuilding. It stipulates guidelines for committing U.S. forces.

FM 25-100 Training the Force, 1988, with its "how to" manual, FM 25- 101 Battle Focused Training, 1990, have proven successful in preparing the Army for conventional warfare as demonstrated by the Army's superior performance during Operation DESERT STORM in 1991. Since then, the Army reduced size and changed structure, while the number of missions increased. Presidential Review Directive (PRD) 13 (1993) and Presidential Decision Directive (PDD) 25 (1994) broadened the Army's scope of responsibilities and involved the nation in an ever-increasing range of Stability and Support Operations (SASO). Though the Army is heavily committed to SASOs, current training doctrine does not address training management for SASO missions. National Security Strategy requires the US Army to be prepared to rapidly deploy to two near-simultaneous conventional wars along with a variety of smaller stability and support operations. Since the end of the Cold War, ethnic and religious nationalism has generated increased conflicts and human suffering worldwide. US interests abroad, with active participation in the United Nations and the North Atlantic Treaty Organization, have resulted in increased deployments and participation by the US Army in SASO missions. Since the end of the Cold War, the Army has been reduced to ten Active Component divisions while the number of deployments has increased. FM 25-100 and 101 provide a systemic formula designed to sustain unit training and readiness for conventional warfighting. Using this doctrine, units identify their most essential "go to war" tasks and design training programs that train and sustain these tasks. Known as the "band of excellence," divisions are either training or executing combat-oriented tasks in support of National Security Policy requirements. SASO missions conflict with training doctrine.
