In conveying this argument, it employs the emergent ‘Four Rs Theoretical Framework’ - which is grounded within the foundational Comprehensive Conflict Transformation Model of peacebuilding theory - to undertake a qualitative methodological evaluation of official primary documents and secondary sources. Through its appraisal of the developments of both the structure and the content of the Rwandan education system since 1994, this paper highlights the mixed record of Rwanda’s formal education system in terms of its contribution to the nation’s wider peacebuilding project. On the one hand, significant progress in all constituent components of the ‘Four Rs’ framework is observable. Policy changes to both its core foundations and its overarching curriculum have promoted elements of redistribution, representation, recognition and reconciliation in Rwanda. By facilitating the necessary personal, social, cultural and structural transformative processes, therefore, Rwanda’s education system has gone some way in helping to build the infrastructure required for a sustainable, positive peace in the nation. On the other hand, however, this paper also seeks to draw attention to the evidence which suggests that today’s post-genocide schools in Rwanda are in danger of undermining the nation’s initial successes in building peace. The reflection and amplification of inequalities and exclusion throughout the central features of the education system risk constraining and potentially destabilising the nation’s peacebuilding mission.

This book answers two related questions concerning civil war peace agreements. First, it explains why some peace agreements get signed while others do not get signed, and second, why do some of those agreements that get signed not hold to ultimately bring an end to protracted civil wars. In spite of the fact that most mediated settlements of civil wars are not durable, it is still important that we understand why some civil war agreements reach initial steps towards settlement, without which full and durable end of conflict is not possible. To improve our understanding of the process through which civil war agreements are concluded and why some settlements hold while others do not, this study looks at empirical evidence from three mediated sets of peace agreements. The focus is first a series of fourteen agreements that finally ended the first civil war in Liberia in 1997; second, the 1993 Arusha peace accord that failed to prevent the escalation of conflict into genocide in Rwanda; and third, a series of three agreements that were signed but did not initially hold to end the conflict in Sierra Leone. An excellent and thorough study, this book will be a welcome reference for collections in African studies, international peace studies, and political science.

In a post-conflict country, tourism has the potential to not only contribute to economic growth and physical reconstruction, but also to sustainable development, affirmative action and the protection of vulnerable groups. In Rwanda, the presence of rare mountain gorillas, rolling green hills and pristine lakes make it a very attractive tourism destination. However the perception of insecurity since the civil war and genocide in 1994 has been a strong deterrent for visitors. Nevertheless, the tourism industry became the country's highest foreign currency earner in 2007 by focusing on niche markets such as eco-, pro-poor and community-based tourism development. This paper seeks to analyze how tourism can also foster the ongoing peacebuilding process in post-conflict Rwanda. As few studies have examined this potential role of tourism, this paper positions itself within the broader discussion on corporate engagement in peace promotion. Specifically, it examines how current tourism activities in Rwanda contribute to two overarching dimensions of peacebuilding: reconciliation and justice; and socio-economic foundations.

This book questions the conventional wisdom that education builds peace by exploring the ways in which ordinary schooling can contribute to intergroup conflict. Based on fieldwork and comparative historical analysis of Rwanda, it argues that from the colonial period to the genocide, schooling was a key instrument of the state in contributing to the construction, awareness, collectivization and inequality of ethnic groups in Rwanda - all factors that underlay conflict. The book further argues that today's post-genocide schools are dangerously replicating past trends. This book is the first to offer an in-depth study of education in Rwanda and to analyze its role in the genesis of conflict. The book demonstrates that to build peace, we cannot simply prescribe more education, but must understand who has access to schools, how schools are set up, and what and how they teach.
