Dalam pelaksanaannya diperlukan satu panduan agar terjadi persamaan persepsi di antara penentu kebijakan dan pelaksana program. Buku Pedoman ini disajikan dengan bahasa yang sederhana dan jelas untuk memudahkan kader dalam menyampaikan program penyuluhan kesehatan bagi masyarakat setempat. Harapannya buku bisa menjadi panduan dan pedoman bagi petugas kesehatan dan kader dalam melaksanakan tugasnya di masyarakat melalui program UKGM (Usaha Kesehatan Gigi Masyarakat), sehingga dapat dicapai derajat kesehatan gigi dan mulut yang optimal di masa pandemi ini.
