Penulis lahir di desa Muaro Uway, Bangkinang, Kabupaten Kampar, Provinsi Riau, bertepatan dengan hari Pendidikan Nasional 2 Mei 1960, anak dari Muhammad Datuk Bagindo Pado dan Hj. Rufiah. SD dan SMP di Bangkinang, kemudian melanjutkan pendidikan di STM Negeri Pekanbaru, selesai tahun 1981. Tahun 1986 mengikuti tugas belajar pada program D3 LP-PU ITB dari Departemen Pekerjaan Umum. Untuk program S1, penulis melanjutkan di Universitas Islam Riau (UIR) dan selesai pada tahun 1994. Kemudian penulis mengikuti program S2 di Universitas Gajah Mada (UGM), tamat pada tahun 1999. Tahun 2016, penulis disamping kesibukannya sebagai walikota berhasil menyelesaikan Pendidikan doctoral Ilmu pemerintahan di IPDN dengan predikat cumlaude. Penulis mengawali kariernya sebagai tenaga honorer pada Dinas Pekerjaan Umum Provinsi Riau tahun 1981 setelah gagal menjadi guru karena dilarang oleh pamannya. Pada tahun 1985 diangkat sebagai CPNS, beberapa jabatan yang pernah dipegang di antaranya Kepala Cabang Dinas PU Propinsi Riau di Kota Batam(1995), Wakil Kepala Dinas sekaligus Plt. Kepala Dinas Kimraswil Provinsi Riau (2007), Kepala Bapedalda Provinsi Riau (2008), Kepala Dinas PU Provinsi Riau (2008-2010), Kepala Pelaksana Badan Penanggulangan Bencana Daerah Riau (2010). Pada tahun 2012, terpilih dan dilantik menjadi Walikota Pekanbaru masa bakti 2012-2017 dan pada awal 2017 untuk kali yang kedua kembali dipilih menjadi Walikota Pekanbaru masa bakti 2017-2022.

Bebagai penghargaan yang merupakan bentuk pengakuan terhadap kemajuan dan potensi Kota Pekanbaru terkait bidang investasi dan pelayanan publik menunjukkan bahwa semua prediksi dan kajian oleh beberapa lembaga (Mc. Cansey dan Boston Consultant Group) tentang prospek Pekanbaru mulai terbukti. Tingginya peredaraan uang dan tingginya urbanisasi di kota merupakan fakta yang menunjukkan bahwa Pekanbaru sedang tumbuh menjadi pusat kegiatan ekonomi dengan skala regional bahkan internasional khususnya kawasan MEA (Masyarakat Ekonomi Asean). Angka statistik yang ditunjukkan oleh IPM (Indeks Pembangunan Manusia) merupakan fakta lain yang dapat mencerminkan tingkat keberhasilan pembangunan yang diwakili oleh tiga indikator utama, yaitu tingkat kesehatan, pendidikan dan daya beli masyarakat. Apabila dilihat dari konteks MEA, IPM Kota Pekanbaru jauh lebih baik dari rata-rata IPM masyarakat Malaysia yang menduduki peringkat ketiga setelah Singapura dan Brunai Darussalam. Sementara IPM nasional hanya urutan kelima di ASEAN. Fakta ini menunjukkan bahwa Pekanbaru telah menjadi salah satu kota yang sejahtera, bukan saja di Indonesia tapi di juga di Asean.
